The solicitation published on January 5, 2026, and closed on February 12, 2026. The bids submitted by the recommended contractors were the lowest of the two responsive bids received. Additional Backup Information: Austin Water’s wastewater collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serves over one million customers. Due to deterioration from the harsh conditions of the wastewater environment, wastewater collection system assets require ongoing repair and replacement to prevent sanitary sewer overflows. The Elmhurst Drive Wastewater Pipeline Renewal project will repair 8,600 linear feet of deteriorated wastewater mains with cured in place pipe and repair or replace all associated connections. The projects are located in the Town Lake Wastewater Basin, bounded by Old East Riverside Dr, Parker Ln, Taylor Gaines St, and Summit St. This infrastructure was identified for replacement through Closed Circuit Television inspection and selected for rehabilitation based upon the evaluation of the physical condition of the wastewater main, capacity limitations, and amount of inflow and infiltration, which is the estimated amount of groundwater or rainwater leaking into a wastewater main.  Item 4 Water & Wastewater Commission: July 15, 2026 Council: July 23, 2026 In addition, the project includes the replacement of 1,300 linear feet of potable water mains determined to be in poor condition. This item includes five allowances. • An allowance of $15,000 will be used to address valve replacement or insertion. • An allowance of $50,000 will be used to address the relocation of existing gas utilities. • An allowance of $40,000 will be used to address the relocation of existing fiber optic utilities. • An allowance of $40,000 will be used for utility easement restoration. • An allowance of $55,000 will be used to address contaminated soil and water disposal. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding. Due to the potential for unexpected conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. The project includes lane closures and detours. The contractor will ensure that residents and businesses always have access to their driveways and if access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary wastewater service interruptions during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time-sensitive and critical to improvement to the infrastructure stability of Austin Water’s water distribution and wastewater collection systems. Delay of this contract will require additional time and cost for City construction crews to conduct maintenance and repairs. The contract allows 365 calendar days for the completion of this project.
