Item 13 Water & Wastewater Commission: April 15, 2026 Council: May 28, 2026 POSTING LANGUAGE: Recommend approval to authorize a revenue contract for the cutting, baling and sale of hay for Austin Water with Allen Lee Click d/b/a Allen Click, for an initial term of 12-months, with up to four 12-month extension options for an estimated revenue of $1,000,000. Estimated net revenue will be allocated to the Fiscal Year 2025-2026 Operating Budget of Austin Water. Net revenue for the remaining contract terms will be available in future budgets. Net revenue for the remaining contract terms will be available in future budgets. PROCUREMENT: Austin Financial Services issued an Invitation for Bids (IFB) 2200 MHR1015 for these services. The solicitation was published on December 22, 2025, and closed on January 29, 2026. Of the three offers received, the bid submitted by the recommended contractor was the highest responsive bid received. For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. BOARD AND COMMISSION ACTION: April 15, 2026 – To be reviewed by the Austin Water Advisory Commission. ADDITIONAL BACKUP INFORMATION: The contract will provide farming services for the production and harvesting of hay at the Hornsby Bend Biosolids Management Plant. The Hornsby Bend Biosolids Management Plant processes biosolids from Austin Water’s wastewater treatment plants into compost. A treated liquid stream from this process is used to irrigate hay fields onsite. Harvesting the hay removes nutrients from the wastewater, supports compliance with the facility’s Texas Commission on Environmental Quality (TCEQ) operating permit, and allows the harvested hay to be beneficially reused. The contract will replace an existing contract that expired on November 10, 2025. Quantities and amounts were determined by using departmental estimates, historical quantities, and forecasted usage. The recommended contractor is the current provider for these services. Austin Water does not possess the equipment, staffing, or agricultural expertise to perform the services internally, and fields may not be harvested as required, which could result in permit violations if the City is unable to secure a contract.
