Item 11 Water & Wastewater Commission: April 15, 2026 Council: May 7, 2026 Posting Language Recommend approval to authorize a contract for construction services for the Elmhurst Drive Wastewater Pipe Renewal project with HEI Civil Texas, LLC, in the amount of $4,784,754 plus a $478,475 contingency for a total contract amount not to exceed $5,263,299. Funding $5,263,299 is available in the Capital Budget of Austin Water. Purchasing Language: Austin Financial Services issued an Invitation for Bids (IFB) CLMC 1149 for these services. The solicitation published on January 5, 2026, and closed on February 12, 2026. Of the two offers received, the bids submitted by the recommended contractors were the lowest responsive bids received. Council Committee, Boards and Commission Action: April 15, 2026 – To be reviewed by the Austin Water and Wastewater commission Additional Backup Information: Austin Water’s wastewater collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serves over one million customers. Due to deterioration from the harsh conditions of the wastewater environment, wastewater collection system assets require ongoing repair and replacement to prevent sanitary sewer overflows (SSOs). The Elmhurst Drive Wastewater Pipeline Renewal project will repair 8,600 linear feet of deteriorated wastewater mains with cured in place pipe (CIPP) and repair or replace all associated connections. The projects is located in the Town Lake Wastewater Basin, bounded by Old E Riverside Dr, Parker Ln, Taylor Gaines St, and Summit St. This infrastructure was identified for replacement through Closed Circuit Television (CCTV) inspection and selected for rehabilitation based upon the evaluation of the physical condition of the wastewater main, capacity limitations, and amount of inflow and infiltration, which is the estimated amount of groundwater or rainwater leaking into a wastewater main. In addition, the project includes the replacement of 1,300 linear feet of potable water mains determined to be in poor condition.  Item 11 Water & Wastewater Commission: April 15, 2026 Council: May 7, 2026 This item includes five allowance(s). The allowance of $15,000 will be used to address valve replacement or insertion. The allowance of $50,000 will be used to address the relocation of existing gas utilities. The allowance of $40,000 will be used to address the relocation of existing fiber optic utilities. The allowance of $40,000 will be used for utility easement restoration. The allowance of $55,000 will be used to address contaminated soil and water disposal. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding. Due to the potential for unexpected conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. The project includes lane closures and detours. The contractor will ensure that residents and businesses always have access to their driveways and if access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary wastewater service interruptions during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time-sensitive and critical to improvement to the infrastructure stability of Austin Water’s water distribution and wastewater collection systems. Delay or deferral of this contract will require additional time and cost for City construction crews to conduct maintenance and repairs. The contract allows 365 calendar days for the completion of this project.
