Item 10 Water & Wastewater Commission: March 11, 2026 Council: April 9, 2026 Posting Language Recommend approval to authorize an amendment to the contracts for engineering services for the 2019 Small Scale Water and Wastewater Facilities Engineering Services Rotation List with BGE, Inc. dba Brown & Gay Engineers, Inc., Gannett Fleming, Inc., H.W. Lochner, Inc. dba K. Friese & Associates, LLC, Kennedy/Jenks Consultants, Inc., Walker Partners, LLC, and Weston Solutions, Inc., to increase the amount by $9,500,000 for a revised total contract amount not to exceed $20,000,000. Funding: Funding is available in the Capital Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Procurement: Contract Amendment MBE/WBE This amendment will be awarded in compliance with City Code 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). Current participation to date is 1.04% MBE and 3.79% WBE. Prior Council Action: May 23, 2019 – Council approved a professional service agreement with six firms for the 2019 Small Scale Water and Wastewater Facilities Engineering Services Rotation List. Council Committee, Boards and Commission Action: March 11, 2026 – To be reviewed by the Water & Wastewater Commission. May 8, 2019 – No Recommendation by the Water & Wastewater Commission due to a lack of votes. Commissioner Schmitt motioned to approve, Commissioner Ho second. Commissioners Moriarty, Schmitt, and Ho approved; Commissioners Penn, Lee, Turrieta, Williams and Michel recused, and Commissioners Castleberry, Parton and Grant were absent. Additional Backup Information: As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design, and support services associated with construction or improvement of City capital assets. Rotation List contracting allows the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City. Austin Water is requesting additional authority to complete design and construction-phase support for multiple active capital improvement projects currently underway at City-owned water and wastewater facilities. The contract supports work at the Southland Oaks Lift Station, River Place Wastewater Treatment Plant, Hornsby Bend Biosolids Management Facility, Ullrich Water Treatment Plant, and the South Austin Regional Wastewater Treatment Plant, as well as development of decentralized wastewater and reclaimed water design specifications. Several of these efforts have progressed beyond the original assumptions due to changed field conditions, and contractor delivery constraints. Item 10 Water & Wastewater Commission: March 11, 2026 Council: April 9, 2026 The consultant will provide the additional professional engineering services necessary to complete deliverables for projects originally initiated under this contract, including final design refinements, constructability support, updated engineering calculations and bid documents, permitting support, and construction-phase services. Austin Water anticipates no planned customer service interruptions as part of this professional services amendment. Public impact is expected to be minimal; any construction-related access controls or temporary closures would be localized to facility sites and managed through standard contractor traffic control and safety procedures. This request is time sensitive because several projects are in active proposal negotiations, design completion, permitting, or construction support phases, and the City requires sufficient contract authority to continue consultant support without disruption.
