Procurement Language: Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1115 for these services. The solicitation was issued on December 15, 2025, and closed on January 15, 2026. Of the three offers received, the bids submitted by the recommended contractor was the lowest responsive bids received. Additional Backup Information: Austin Water (AW) operations and maintenance crews repair existing water or wastewater pipeline infrastructure and, in the process, may excavate or impact a paved surface. After the infrastructure repairs, AW crews perform a temporary repair of the impacted paved surface, and a follow up work order is created for the permanent pavement repair. Most permanent pavement repairs are handled by Austin Transportation and Public Works (ATPW) under a Service Level Agreement with AW. Permanent pavement repairs usually happen within 90 days after the initial infrastructure work. If they are not finished within that time, the repair is marked as backlogged until completed. The purpose of the contract is to reduce the backlog of outstanding permanent pavement repair work orders and improve the response time for future permanent pavement repair work orders. The repairs may include concrete-related repairs to curbs and gutters, sidewalks, driveways, and asphalt-related pavement repairs in the public right-of-way. In addition, repairs of paved surfaces and driveways on AW properties may also be occasionally assigned to the contractor.  Item 6 Water & Wastewater Commission: March 11, 2026 Council: March 26, 2026 This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract which provides for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. IDIQ contracts help streamline the contract process and service delivery and allow the City flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment. The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item. This request allows for the award and execution of a construction contract with Alpha Paving Industries, LLC for an initial term of one year, with an option of four one-year extensions. If funds for the initial term are expended, staff may accelerate the extension options, but in no event will the assignments exceed the total contract amount. The extension options are subject to the agreement of both parties. If this contract is not approved, the backlog of asphalt and concrete repairs will continue to grow, which may lead to delays in improving road conditions and ensuring a safe environment for residents and drivers.
