Purchasing Language: The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1106 for these services. The solicitation was issued on March 17, 2025, and closed on April 24, 2025. The recommended contractor submitted the only responsive offer. Additional Backup Information: Davis Water Treatment Plant (WTP) in is one of three water treatment plants supplying drinking water to the greater Austin metropolitan area. The plant was built in 1954 and has had multiple upgrades over the years, increasing its capacity to 118 million gallons per day (MGD). The Davis WTP Low Service Pump Station (LSPS) transports raw water from Lake Austin to the treatment basins and the High Service Pump Station (HSPS) discharges treated water from the Davis WTP into the distribution system. This project will renew and install hydraulic, energy efficiency, and operational improvements at each pump station. Work at the HSPS includes replacing the existing surge tank system with a new bladder type surge vessel of 30,000 gallons to protect the HSPS from potential damage by surge flows, rehabilitation of motors and control valves, installing new valves; and removing failed coatings and re-painting all exposed discharge piping. Work at the LSPS includes installing structural steel reinforcement between two existing concrete beams supporting Pump No. 2, removing existing anti-vortex plates and installing vortex suppression baskets on all six vertical turbine discharge pumps, and replacing all eleven existing wet well sluice gates with new gates. Item 6 Water & Wastewater Commission: July 16, 2025 Council: July 24, 2025 This item includes six allowances: • The allowance of $210,000 for replacing a large diameter gate valve at the HSPS. • The allowance of $210,000 for replacing a large diameter gate valve at the HSPS. • The allowance of $210,000 for replacing a large diameter gate valve at the HSPS. • The allowance of $760,000 for rehabilitating four pump motors at the HSPS. • The allowance of $110,000 for needed miscellaneous Supervisory Control and Data Acquisition equipment due to electrical and instrumentation and controls issues that could not be identified or foreseen during design. • The allowance of $500,000 for installing on-site parking. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding. This contract will include award of alternate bid items to install structural steel reinforcement between two existing concrete beams supporting Pump No. 2 at the LSPS, remove existing anti-vortex plates and install vortex suppression baskets on six vertical turbine pumps at the LSPS, replacing eleven existing wet well sluice gates at the LSPS, and replacing the temporary construction trailer. An alternate bid is a specified item of the construction work that is priced separately and may be awarded as part of the contract, if the bids come within the specified budget. Due to the potential for unforeseen and unknown site conditions when working with and replacing old and obsolete control systems within an operating water facility and the need to minimize construction duration and equipment downtime, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. There will be minimal impact to the public. All work will be located within the Davis WTP site boundaries, which is City owned property that is not open to the public. Delay of this contract may have a negative effect on infrastructure stability and increase maintenance of the facility. The contract allows 1,095 calendar days for completion of this project.
