Additional Backup Information: The City of Austin utilizes surface water resources from impoundments of the Colorado River for its potable water supply. Austin Water operates three existing Water Treatment Plants (WTPs), which are Ullrich , Davis and Handcox . The Davis plant has been in service since 1954 and has a rated treatment capacity of 118 million gallons per day (MGD). Davis’ Supervisory Control and Data Acquisition (SCADA) equipment and network infrastructure are essential to the operation of the facility. The existing equipment has exceeded its service life and is now obsolete, no longer supported by the manufacturers, and difficult to maintain. This equipment needs to be replaced and upgraded to maintain reliability. This project will replace existing Programmable Logic Controller (PLC) equipment with new PLCs throughout the plant, including installation of necessary fiber optic cable, electrical conduit, and wire. The work consists of demolition of existing PLCs and network communications systems and furnishing and installing new PLCs and network communications systems in the Administration Building, Filter Building, Chemical Building, Centrifuge Building, Recycle Pump Station Nos. 1 & 2 and Low Service Pump Station areas of the plant. Item 6 Water & Wastewater Commission: March 12, 2025 Council: March 27, 2025 This item includes four allowances: • An allowance of $650,000 for SCADA improvements needed. • An allowance of $700,000 for needed Fiber Optic System improvements to support the SCADA installation. • An allowance of $200,000 to replace the obsolete Centrifuge Control Panels. • An allowance for $300,000 to replace the obsolete Recycle Pump Station No. 1 Control Panel. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding. Due to the potential for unforeseen and unknown site conditions when working with and replacing old and obsolete control systems within an operating water facility and the need to minimize construction duration and equipment downtime, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. There will be minimal impact on the public. All work will be located within the Davis WTP site boundaries, which is City owned property that is not open to the public. Delay or deferral of this contract will place an undue burden on operations of the Davis WTP, will have a negative effect on infrastructure stability and increase maintenance of the facility. Much of the equipment being replaced under this project is obsolete and no longer supported by the equipment manufacturers. The contract allows 840 calendar days for the completion of this project.
