The solicitation was issued on April 29, 2024, and closed on May 23, 2024. Of the five offers received, the recommended contractors submitted the best evaluated responsive offers. For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Additional Backup Information: The wastewater collection system includes over 2,950 miles of piping throughout the City that transports wastewater from residences and businesses to the City’s wastewater treatment plants. In accordance with best management practices, existing collection system assets require on-going maintenance and inspection. This contract will provide special access cleaning, televising inspection, and sewer related services of sanitary sewer collection system pipes that range from 4-inches to 60-inches in diameter in special access areas throughout the City. This contract includes cleaning and inspection of wastewater mains, inspection of wastewater manholes, and trenchless point repairs in the wastewater collection system. The location of the assets in special access areas will typically be outside of the Right of Way, in creeks, backyard easements, or other areas that have historically been difficult to access. The cleaning process includes removing sludge, roots, grease, grit, solids, and other debris from the wastewater pipes and adjacent manholes. The contractor will remove the debris from the collection system, preventing it from traveling downstream. Austin Water uses the inspection data collected to prioritize capital improvement projects and schedule repairs. This is a new contract. The requested authorization amount was determined by departmental estimates, historical spend, and forecasted usage. An evaluation team with expertise in this area evaluated the offers and scored Ace Pipe Cleaning Inc. d/b/a Carylon Corp, and Hydromax USA LLC, as the most qualified to provide these services based on project experience & references, team structure, equipment, and software capabilities. If the City is unable to secure a contract, maintenance activities for the wastewater collection system and meeting the inspections goals from Texas Commission on Environmental Quality will be impacted. A lack of cleaning and inspection could also result in critical problems in the wastewater system that may have otherwise remained undetected.
