Additional Backup Information: The Sunfield MUD No. 2 project consists of approximately 596.4 acres of land located at 1300 Turnersville Rd. (Property). The Property is located entirely within the City’s limited purpose jurisdiction, Impact Fee Boundary, Austin Water’s service area for water, the Desired Development Zone, and the Rinard Watershed. A map of the Property location is attached. Sunfield Investments, LLC (Owner) is proposing to develop approximately 1,136 single-family homes, 207 multi-family units, 439,280 square feet of retail space, 2,489,258 square feet of office warehouse, a 4,335- student high school, an amenity center, and a fire station. The Owner requested that the City provide water utility service to the Property as proposed in Service Extension Request (SER) No. 4747R. Sunfield MUD No. 2 will provide retail wastewater service to the Property. In accordance with Chapter 25-9 of the City Code, the City has asked the Owner to oversize the elevated water reservoir in order to serve additional properties within the Far South water pressure zone consistent with the City’s long-range planning goals for this area. If approved by Council, the City will cost-participate in this construction project only to the extent of its proportionate share of the oversized elevated water reservoir. The proposed oversized improvement includes the construction of a 2,000,000 gallon elevated water reservoir. The City will reimburse the Owner for an overall total amount not to exceed $7,526,750.00 for hard costs and soft costs. Hard costs include, but are not limited to, construction and materials. Soft costs include, but are not limited to, preliminary engineering reports, surveying, geotechnical studies, design, and project management. The City’s cost participation by project component is as follows: For costs of the elevated water reservoir (the minimum tank volume of 1,300,000 gallons is required to serve the Property) and appurtenances, the City’s maximum participation consists of: (1) hard costs in an amount not to exceed 35% of the hard costs of the elevated water reservoir and appurtenances, and (2) soft costs in an amount not to exceed 15 percent of the City’s hard cost participation amount. To serve the Property, the Owner will additionally be required to construct, at its own cost: Item 3 Water & Wastewater Commission: October 9, 2024 Council: October 24, 2024 Council ID# 24-5798 approximately 3,400 feet of 24-inch South pressure zone water transmission main from the existing 24-inch water transmission main in FM 1327 Road. to the Far South water booster pump station; approximately 1,100 feet of 24-inch South pressure zone water transmission main from the existing 24-inch water transmission main in Turner Forest Avenue to the Far South water booster pump station; approximately 400 feet of 36-inch South pressure zone water transmission main from the two proposed 24-inch water transmission mains in N. Turnersville Road to the Far South water booster pump station; approximately 8,400 feet of 24-inch Far South pressure zone water transmission main from the Far South water booster pump station to the future Far South elevated water reservoir site within the Property; approximately 6,800 feet of 24-inch Far South pressure zone water transmission main from the proposed 24-inch water transmission main at the future Far South elevated water reservoir and extending west and then north within the Property to Turnersville Road; approximately 6,300 feet of 16-inch Far South water main from the proposed 24-inch water transmission main (above) and extending east along Turnersville Road to S. Turnersville Road, approximately 7,200 feet of 12-inch Far South water main “looped” through the southern portion of the Property; and approximately 4,500 feet of 12-inch Far South pressure zone water main from the Property north to the Far South water booster pump station. Other terms of the agreement will require that the Owner: Pay all costs for financing, interest, fiscal security, accounting, insurance, inspections, permitting, easement acquisition, legal services, and other non-reimbursable soft costs associated with the project; Conform to the City’s design criteria and construction standards; Construct all improvements at their cost and, after the City’s final approval of the construction, dedicate the facilities to the City for ownership, operation, and maintenance; Allow the City to use the project plans and specifications approved by the City to solicit and publish invitations for bids for the construction of the improvements; and Follow the City’s standard bidding practices and procedures, including the minority-owned business enterprise procurement program found in Title 2 of the City Code and Texas Local Government Code Chapters 212 and 252. The proposed project will be managed through Austin Water staff and is located in zip code 78610, in City Council District 5.
