(District 10) MBE/WBE This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals, with 13.96% MBE and 0.82% WBE participation. The solicitation was issued on January 22, 2024, and closed on April 4, 2024. Of the two offers received, the recommended contractor submitted the lower responsive offer. Additional Backup Information: Austin Water’s collection system is fundamental for conveyance of wastewater to Austin Water’s treatment plants. Austin Water’s collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serving approximately one million customers. Due to deterioration from the harsh conditions of the wastewater environment, collection system assets require ongoing repair and replacement to prevent sanitary sewer overflows (SSOs). The Bull Creek Basin Wastewater Renewal - CIPP project will repair approximately 13,600 linear feet (LF) of deteriorated wastewater main with cast-in-place-pipe (CIPP) and repair and/or replace all associated appurtenances. This project consists of CIPP installation within existing wastewater lines in the Bull Creek Basin. This infrastructure has been identified through TV inspection and selected for replacement based upon the following factors: physical condition of main, number of SSO’s, estimated volume of wastewater discharged during SSOs, and amount of inflow and infiltration (I&I). The project consists of the following four groups based on location: • • • • Group 1: 5,040 LF of CIPP of 30-inch and 36-inch diameter pipeline adjacent to FM 2222 from River Place Boulevard to just south of Ribelin Ranch Road. Group 2: 4,320 LF of CIPP of 8-inch, 10-inch, and 12-inch diameter pipeline in an area south of N. Capital of Texas Highway near Mountain Ridge Drive and including Bluff Ridge Drive, Wildridge Drive, Wildridge Circle, Cliffwood Circle, Smooth Oak Drive and Greenridge Place. Group 3: 2,350 LF of CIPP of 8-inch diameter pipeline in the vicinity of Lea Cove, Rim Cove, and Parkview Circle. Group 6: 1,880 LF of CIPP of 8-inch and 15-inch diameter pipeline in the vicinity of Mountain Ridge Circle, and Alverstone Way. Work within each project group includes bypass pumping, wastewater service connections, erosion and sedimentation controls, and traffic controls. Work also includes the removal and disposal of abandoned asbestos cement pipe where encountered. This item includes one allowance in the amount of $700,000 to address any needed point repair and/or sag correction. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding. Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. The project proposes lane closures and/or detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary wastewater service interruptions, primarily during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time sensitive and is critical to the improvement of the infrastructure stability of Austin’s wastewater collection systems. Delay or deferral of this contract will require additional time and cost for City operations crews to conduct maintenance and repairs. The contract allows 373 calendar days for completion of this project. This project is located within zip codes 78730, 78731, and 78759 (District 10).
