Purchasing Language: The Financial Services Department issued a Request for Qualifications (RFQS) 6100 CLMP370A SAR WWTP Chemical Consolidation-Reissue for these services. The solicitation was issued on February 7, 2024, and closed on March 3, 2024. Of the six offers received, the recommended contractor submitted the best evaluated responsive offer. Additional Backup Information: The South Austin Regional Wastewater Treatment Plant (SAR) is currently permitted to treat 75 million gallons a day (MGD) of wastewater. The first treatment train, Train A, was constructed between 1984 and 1986. Treatment Train B and the tertiary filtration process were constructed between 1986 and 1988. In 2005 the treatment plant was expanded to 75 MGD capacity with the construction of treatment Train C. The plant utilizes magnesium hydroxide and sodium hypochlorite as primary chemicals in its treatment process. Magnesium hydroxide is used in the treatment process to increase alkalinity and pH. Alkalinity is used up in the nitrification process and magnesium hydroxide is added to supply additional alkalinity ensuring complete nitrification. Sodium hypochlorite is used in the treatment process for multiple purposes including filamentous foaming and disinfection. Both chemicals were added to the treatment process on an as-needed basis and have not been housed in permanent facilities. Item 8 # 24-4630 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 The purpose of this project will be to consolidate the separate sodium hypochlorite and magnesium hydroxide storage and metering pumps into a single storage and feed location that would allow for the safe delivery, operation and storage of these chemicals. The specific scope is yet to be determined pending an engineering evaluation and Preliminary Engineering Report. Designed improvements shall address the hydraulic, mechanical, civil, structural, electrical power distribution, instrumentation & controls, and environmental aspects of the facility. The City plans to return to Council to request additional authorization for final design, construction phase, and warranty phase services. This project will have no impact to the traveling public. All work will be conducted on City property at the South Austin Regional Wastewater Treatment Plant that is not open to the public. Failure to acquire a professional services agreement for engineering services for this project in a timely manner may result in a negative effect on infrastructure stability, which could directly affect the plant’s ability to treat wastewater. This request allows for the development of an agreement with the selected firm. If the City is unsuccessful in negotiating a satisfactory agreement with the selected firm, negotiations will cease with that firm. Staff will return to Council so another qualified firm may be selected, authorizing new contract negotiations. This project is located within zip code 78617 (District 2).
