Additional Backup Information: The Walnut Creek Wastewater Treatment Plant is permitted to treat and discharge an average daily flow of 75 million gallons per day (MGD) and a 2-hour peak flow of 165 MGD. Treated plant effluent is discharged into the Colorado River. A portion is used for non-potable water (NPW) on the plant site and supplies much of the City’s growing Water Reclamation Initiative (WRI) program. The Primary Treatment Complex (PTC) No. 1 is original to the 1977 construction, and PTC No. 2 was added in the late 1980s. The purpose of this project is to rehabilitate and make improvements to the PTCs. Each PTC consists of two trains of primary clarifiers and in-line flow equalization basins (FEBs). Raw wastewater flows through the primary clarifiers, then continues to the in-line FEBs. Settled wastewater is pumped to secondary treatment, and solids from the primary clarifiers are Item 5 # 24-4620 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 pumped to Hornsby Bend Biosolids Management Plant. Most of the mechanical and other components in PTC No. 1 and No. 2 are beyond their useful life. An amendment to the professional services agreement is required to move the project forward into the construction phase. This amendment will provide funding for Black & Veatch Corporation to provide professional services for Walnut Creek Wastewater Treatment Plant Primary Clarifier and Flow Equalization Basin Rehab. This project will be delivered using the Construction Manager-at- Risk (CMR) method. The professional services amendment includes additional services to support construction phase services by providing construction oversight, reviewing submittals, responding to contractor questions during construction, reviewing modifications, and preparing as-built drawings. No impact to the public is anticipated because all construction work will be completed on City property that is not open to the public. This amendment is critical to the improvement of the infrastructure stability of Austin’s wastewater treatment system. Delay or deferral of this amendment will require Austin Water’s operation crews to perform additional operations and maintenance work at the PTCs until the units are replaced and increase the risk to the operations of the wastewater treatment system. M/WBE Summary Participation goals stated in the original approved compliance plan for the agreement were 1.79% African American; 3.00% Hispanic; 3.91% Native Asian; and 3.04% WBE.
