Item 8 # 24-4631 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 Posting Language Recommend approval to execute a contract for construction services for the Westgate Neighborhood Wastewater Pipeline Renewal project with Cedar Hills Construction, LLC, in the amount of $6,864,948 plus a $686,495 contingency for a total contract amount not to exceed $7,551,443. (Districts 2, 5) MBE/WBE This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 8.01% MBE and 1.19% WBE participation. Of the three offers received, the recommended contractor submitted the lowest responsive offer. Additional Backup Information: Austin Water’s collection system is fundamental for conveyance of wastewater to Austin Water’s treatment plants. Austin Water’s collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serving approximately one million customers. Due to deterioration from the harsh conditions of the wastewater environment, collection system assets require ongoing repair and replacement to prevent sanitary sewer overflows (SSOs). The Westgate Neighborhood Wastewater Pipeline Renewal project will repair and replace approximately 12,300 linear feet (LF) of deteriorated wastewater main and associated appurtenances, 1,050 LF of water main and associated appurtenances, and 200 LF of stormwater line and appurtenances. This project consists of the removal and replacement of existing wastewater lines in the Westgate, Franklin Park, and South Creek Neighborhoods. This infrastructure has been identified through TV inspection and selected for replacement based upon the following factors: physical condition of main, number of SSO’s, estimated volume of wastewater discharged during the SSOs, and amount of Inflow Item 8 # 24-4631 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 and Infiltration (I&I). I&I is the estimated amount of groundwater or rainwater leaking into a wastewater main. The project consists of the following four locations: • Area 1 – 426 LF of 8-inch wastewater pipe, 445 LF of 12-inch wastewater pipe, and 2,358 LF of 15-inch wastewater pipe being removed and replaced on Frontier Trail, Pack Saddle Pass, and Redd Street • Area 2 - 27 LF of 8-inch wastewater pipe and 1,617 LF of 15-inch wastewater pipe being removed and replaced on Roundup Trail and Cactus Lane • Area 3 – 2,880 LF of 8-inch wastewater pipe, 464 LF of 12-inch wastewater pipe, 403 LF of 8-inch water pipe and 648 LF of 12-inch water pipe being removed and replaced on Jones Road, Buffalo Pass, Periwinkle Path, Woodgreen Cove, and Fair Oaks Drive • Area 4 - 279 LF of 8-inch wastewater pipe and 1,213 LF of 12-inch wastewater pipe being removed and replaced on Palmera Cove and through easements from Palmera Cove to Teri Road and south of Spruce Cove • Area 5 – 1,582 LF of 8-inch wastewater pipe being removed and replaced on Bitter Creek Drive and Stoneleigh Place Work within each project group includes bypass pumping, wastewater service connections, erosion and sedimentation controls, traffic controls, and mill and overlay for final pavement restoration including pavement markings. Work also includes the removal and disposal of abandoned asbestos cement pipes where encountered. This item includes three allowances. An allowance of $70,000 will be used to address private wastewater lateral relocations. An allowance of $5,000 will be used to address private water services relocations. An allowance of $10,000 will be used to address any contaminated soil or groundwater. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding. Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. The project proposes lane closures and/or detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. There will be planned temporary wastewater service interruptions, primarily during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions. Delay or deferral of this contract will require additional time and cost for City operations crews to conduct maintenance and repairs.
