August 4, 2016 – Council approved a professional services agreement with CAS Consulting & Services, Inc. for the Williamson Creek Wastewater Interceptor. Additional Backup Information: Austin Water’s wastewater collection system is fundamental for the conveyance of wastewater to Austin Water’s wastewater treatment plants. The wastewater collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serves approximately one million customers. Due to deterioration from the harsh conditions of the wastewater environment, wastewater collection system assets require ongoing repair and replacement in order to prevent sanitary sewer overflows (SSOs). In addition, portions of the existing collection system are at, or near, capacity during heavy rain events. The Williamson Creek Wastewater Interceptor project will replace approximately 18,800 linear feet of deteriorated existing 36-inch and 42-inch segments with a new 72-inch diameter gravity interceptor in the vicinity of South First Street to the Onion Creek Tunnel near William Cannon Drive and South Pleasant Valley Road (manhole # 25295 to junction # 44350). The need for this project was initially  Item 9 # 24-4632 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 identified in a number of long-range planning studies and is a key project in Austin Water’s fiscal year 2025 to fiscal year 2029 Capital Improvement Project plan. The previous City Council authorization provided for preliminary engineering services and design phase services. This authorization provides for funding of services to complete the design phase and perform bid phase services. Staff anticipates returning to Council for additional authorization for construction phase and close-out services. The project design required extensive mitigation and coordination with multiple City departments, resulting in substantial additional permitting effort, additional 100% design effort associated with this coordination, support of additional easement preparation, and support of additional easement acquisition including those related to the Chapter 26 process. The project is approaching the bid and award phase later in 2024, using the Competitive Sealed Proposal methodology. Services in support of the bid phase are now required. If this RCA is not approved, the City would not be able to finish the upgrade of the Williamson Creek Interceptor and continue ongoing repair and replacement to prevent future SSOs.  M/WBE Summary Participation goals stated in the original approved compliance plan for the agreement were 3.9% African American; 9.7% Hispanic; 52.6% Native/Asian American; and 15.8% WBE. Participation for this amendment: Additional authorization has been listed under the Prime consultant. Subconsultant participation for this authorization is unknown. Prior to issuance of a notice to proceed, the Prime consultant will submit their subconsultant utilization plan that will demonstrate how they will use their approved subconsultants in accordance with the established procedures and the MBE/WBE Procurement Ordinance and Rules.
