Over the years, the existing 10 million-gallon (MG) reservoir, the on-site pump station, and the booster pump station located across Koenig Ln. have undergone several renovations, including construction and overhaul of the pumping facilities. However, the reservoir, pump station, and booster pump station have exceeded their useful lives and require replacement. The construction contract to replace the North Austin Reservoir and Pump Station was awarded by City Council on March 12, 2020. The engineering construction phase professional services in support of the construction was approved by City Council on April 23, 2020. This request is for additional construction phase professional services with the design consultant to support delivery of the construction contract. Time added to the construction contract due to supply chain delivery issues and other unforeseen conditions out of the contractor’s control requires an extension of basic engineering and project representative services by the engineer. Additionally, design changes are required including: modifications of site access drives, gates, and security to accommodate two immediately adjacent City projects (Project Connect Orange Line along North Lamar Boulevard and EMS Station 5 expansion); distribution piping and valving design changes that allowed six-months early beneficial use of the newly constructed reservoir; design changes to protect key site infrastructure from ground water identified during construction; and the addition of survey services to develop a license agreement required by Austin Energy for their onsite infrastructure. Should Council not approve this item, the construction project will proceed without supporting services from the design engineer. This project is located within zip code 78751.
