(District 1, District 4) MBE/WBE This contract will be awarded in compliance with City Code Chapter 2-9B (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 15.80% MBE and 15.80% WBE participation. Prior Council Action N/A Council Committee, Boards and Commission Action November 9, 2022 - To be reviewed by the Water & Wastewater Commission Additional Backup Information The Watershed Protection Department has identified the Tannehill Branch Creek Watershed as a priority for water quality improvements. Projects implemented in this watershed will emphasize removal of nutrients and suspended solids and improved stream hydrology and riparian habitat. Existing impoundments at the Bartholomew District Park and Morris Williams Golf Course can be retrofitted to serve as regional stormwater control measures. Benefits provided by these proposed improvements include enhanced water quality treatment, baseflow restoration, erosion mitigation, and flood risk reduction. In addition, Austin Water has reviewed its existing infrastructure in the project area and determined that its existing Upper Tannehill interceptor merits replacement based on capacity and condition Item 5 # 22-3424 Water &Wastewater Commission: November 9, 2022 Council: December 1, 2022 considerations. This existing interceptor, installed in 1959, consists of a 24-inch reinforced concrete pipe primarily located along the Tannehill Branch creek channel and overbanks. The existing interceptor needs to be upsized to meet the current and anticipated long-range capacity needs for this portion of the wastewater collection system. This contract will provide engineering services to design and implement regional stormwater control measures and replace aging wastewater infrastructure. The stormwater control measure retrofit at Bartholomew District Park will consist of a wet pond with stacked extended detention on the upstream side of the existing dam. The regional stormwater control measure retrofits at Morris Williams Golf Course will consist of wet ponds with stacked extended detention on the main stem of Tannehill Branch Creek and a constructed wetland on a tributary to Tannehill Branch Creek. Wastewater improvements will consist of providing additional capacity to convey wastewater flows in the Upper Tannehill Branch basin by replacing approximately 4,000 linear feet of the existing 24-inch interceptor with 24-inch to 48-inch diameter gravity wastewater pipe. The new pipe will run from the Crosstown Tunnel Drop Shaft located on Morris Williams Golf Course to Manor Road. Combining the stormwater control measures and wastewater improvements into one project will bring together the efforts of Watershed and Austin Water in the design and construction of the streambank improvements and utility work to reduce impacts to the public and save costs. All public impacts will be coordinated with the Parks and Recreation Department. Tee boxes at Morris Williams, will be relocated in the interim to allow for continuous play. Construction will also impact recreational activities such as disc golf at Bartholomew District Park. A delay in approval of this contract will permit the existing Upper Tannehill interceptor to continue to operate with inadequate capacity to discharge peak wet weather flow, and the Tannehill Branch Creek Watershed will not receive the necessary water quality improvements. Austin Water operations crews will continue to perform maintenance work and repairs on the wastewater interceptor until it is replaced. In addition, play at Morris Williams Golf Course would continue to be interrupted after significant wet weather events. This authorization provides for funding of the above listed services. This request allows for the development of an agreement with the qualified responder that is awarded the contract by Council. If the City is unsuccessful in negotiating a satisfactory agreement with the awarded respondent, negotiations will cease with that provider. Staff will return to Council so that Council may award another qualified responder and authorize contract negotiations with that provider.
