Item 2 #22-2972 Water &Wastewater Commission: September 14, 2022 Council: September 29, 2022 Posting Language Recommend approval to award a contract with RE2D, Inc. to provide inspection, repair, and testing of stationary cranes, for a term of five years in an amount not to exceed $396,000. MBE/WBE This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the services required for this solicitation, there were no certified M/WBEs; therefore, no subcontracting goals were established. Funding for the remaining contract term is contingent upon available funding in future budgets. Purchasing Language: The Financial Services Department issued an Invitation for Bids (IFB) 2200 JOG1028 for these services. The solicitation was issued on June 20, 2022 and closed on July 21, 2022. Of the two offers received, the recommended contractor submitted the lowest responsive offer. Additional Backup Information: The contract will provide annual inspections, repairs, and testing of stationary cranes at all water and wastewater treatment facilities, remote pump stations, lift stations, and package plants. All stationary cranes are used by Facility Maintenance staff daily to handle loading, unloading, heavy equipment and materials as well as during repairs of large process equipment. The contractor will be responsible for conducting visual inspections of the integrity and operation of all stationary cranes according to Occupational Safety and Health Administration, American Society of Mechanical Engineers, and American National Standard Institute standards. The contractor shall also conduct several tests such as ultrasonic, magnetic particle, and dye penetrant testing in accordance with the various American Society for Testing and Materials standards as well as provide repairs as needed. The requested authorization amounts for this contract were determined using departmental estimated and historical spend. The recommended contractor is not the current provider for these services. If the City is unable to secure a contract, Austin Water will not have a reliable source for inspections, repairs, and testing of stationary cranes. This will force the City to procure these services on the open market which could result in higher prices and increase down time. Cost Analysis: The proposed contract pricing is 20% increase from last contract which is lower than the 33% increase in the market.
