Water & Wastewater Commission Regular Meeting Minutes May 11, 2022 APPROVED: June 8, 2022 The Water and Wastewater Commission convened in a regular called meeting on May 11, 2022, at Austin Energy Headquarters, 4815 Mueller Boulevard in Austin, Texas and via videoconference. PUBLIC COMMUNICATION: GENERAL There were no registered speakers for Public Communication. A. APPROVAL OF MINUTES The minutes from the April 13, 2022, Water and Wastewater Commission regular called meeting were approved on an 8-0 vote on Vice-Chair Castleberry’s motion and Commissioner Penn’s second, with Commissioner Turrieta off the dais, Commissioner Musgrove absent and one vacancy. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to award a contract with WWaterTech Services, Inc. d/b/a WWaterTech, Inc. for two roll-off container filters, in an amount not to exceed $135,500. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Recommend approval to award a contract with Central Waste and Recycling, LLC d/b/a Central Waste and Recycling for grit removal services for roll-off containers, for a term of five years in an amount not to exceed $1,915,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. 3. Recommend approval to negotiate and execute a second amendment to the Master Service Agreement entered into on December 29, 2017, and amended on June 11, 2020, to include an additional 320 square feet of the cage, rack, and support space for Austin Water (“AW”) for a data center, for a term of 38-months, for a total amount not to exceed $458,366. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. 4. Recommend approval to negotiate and execute a professional services agreement with the following 11 staff recommended firms (or other qualified respondents) for Request for Qualifications Solicitation No. CLMP333, Cobb Fendley and Associates, Inc.; Stantec Consulting Services, Inc.; Miller Gray, LLC (WBE);Doucet and Associates, Inc. (WBE); MWM Design Group, Inc. (WBE); Kimley-Horn and Associates, Inc.; HDR Engineering, Inc.; Weston Solutions, Inc.; Atkins North America, Inc.; Halff Associates, Inc.; and LJA Engineering, Inc. for Engineering Services for the 2022 Small Diameter Water and Wastewater Pipeline Engineering Services Rotation List in an amount not to exceed $12,000,000. No action taken by the Water and Wastewater Commission due to lack of votes by the quorum with Chair Lee and Commissioners Penn, Michel and Turrieta recusing, Commissioner Musgrove absent and one vacancy. 5. Recommend approval to negotiate and execute a professional services agreement with the following 11 staff recommended firms (or other qualified respondents) for Request for Qualifications Solicitation No. CLMP331: Jacobs Engineering Group, Inc.; Pape-Dawson Consulting Engineers, Inc. dba Pape- Dawson Engineers, Inc.; Parson Water & Infrastructure, Inc.; K Friese & Associates, Inc. (WBE); CAS Consulting & Services, Inc.(MBE); AECOM Technical Services, Inc.; CP&Y, Inc.; CDM Smith, Inc.; BGE, Inc.; Freese and Nichols, Inc. and Lockwood, Andrews & Newnam, Inc. for engineering services for the 2022 Large Diameter Water and Wastewater Pipeline Engineering Services Rotation List in an amount not to exceed $24,000,000. Recommended by the Water and Wastewater Commission on a 6-0 vote on Commissioner Fisher’s motion and Commissioner Navarro’s second with Chair Lee and Commissioners Penn and Michel recusing, Commissioner Musgrove absent and one vacancy. 6. Recommend approval to negotiate and execute a professional services agreement with the following 7 staff recommended firms (or other qualified respondents) for Request for Qualifications Solicitation No. CLMP329: Harutunian Engineering, Inc. (WBE), CP&Y, Inc., Arcadis US, Inc., Jacobs Engineering Group, Inc., Black & Veatch Corp, Alan Plummer Associates, Inc., and Signature Automation, LLC (MBE), for engineering services for the 2022 Austin Water SCADA Services Rotation List in an amount not to exceed $10,000,000.00. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice-Chair Castleberry’s motion and Commissioner Michel’s second with Commissioner Penn recusing, Commissioner Musgrove absent and one vacancy. 7. Recommend approval to award and execute a construction contract with PGC General Contractors, LLC, for the Ullrich Water Treatment Plant Process Drain and Support Systems Improvements project in the amount of $13,967,260 plus a $1,396,726 contingency, for a total contract amount not to exceed $15,363,986. (District 8) Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. Recommend approval to negotiate and execute a financing agreement with the Texas Water Development Board (TWDB) for a 20-year low-interest loan in the amount of $18,000,000 through TWDB’s State Water Implementation Fund for Texas (SWIFT) loan program, for the implementation of Austin Water’s Advanced Metering Infrastructure (AMI) program, aka Austin’s Smart Water Meter System (My ATX Water). Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. 9. Recommend approval to negotiate and execute a cost participation agreement with Gateway Oasis V LLC for the City to reimburse the developer for an amount not to exceed $9,766,500 for costs associated with the design and construction of an oversized water main and appurtenances related to Service Extension Request No. 4989 that will provide water service to a proposed manufactured home and recreational vehicle (RV) development located at 10203 Rodriguez Road. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Michel’s motion and Vice Chair Castleberry’s second with Commissioner Musgrove absent and one vacancy. C. REPORTS BY COMMISSION SUBCOMMITTEES 1. Update from Joint Sustainability Committee – Commissioner Williams stated that there was no update due to the committee meeting being cancelled. 2. Update from the Austin Integrated Water Task Force – Commissioner Moriarty provided an update. D. NON-VOTING BY COMMISSION SUBCOMMITTEES 1. Update from Budget Committee Chair – Chair Turrieta provided an update. E. STAFF BRIEFINGS, PRESENTATIONS, AND OR REPORTS 1. Walnut Creek Wastewater Treatment Plant Expansion – Wastewater Facilities Supervising Engineer Rebecca Vento provided a briefing. Assistant Director of Engineering Services Shay Roalson, Facilities Engineering Division Manager Charles Celauro and Supervisor Vento responded to questions from Commissioners. F. OTHER BUSINESS 1. Discussion of administrative matters – Chair Lee reminded Commissioners that the July Water and Wastewater Commission meeting was rescheduled from July 13, 2022, and is confirmed to be held on July 20, 2022 at the City of Austin’s Permitting and Development Center. More location details to be provided. G. FUTURE AGENDA ITEMS 1. Discussion of future agenda items – Chair Lee noted that Commissioner Navarro requested a briefing on the Tesla plant’s water usage and conservation, Commissioner Michel requested an update on zebra mussel mitigation and Commissioner Musgrove requested an update on aquifer storage and recovery.
