Prior Council Action: August 7, 2020 – Council approved resolution No. 20200807-003, relating to guidance on dedicating tax revenue and the terms of an interlocal agreement to be negotiated for the implementation of Project Connect for the November 2020 tax rate election November 4, 2021 – Council authorized negotiation and execution of the Joint Powers Agreement (JPA) between the City of Austin, CapMetro and the Austin Transit Partnership in order to implement Project Connect projects. Additional Backup Information: McKalla Station is a new commuter rail transit station, along the existing CapMetro Red Line, being constructed by CapMetro as part of Project Connect. The McKalla Station will provide increased mobility and transit options for the North Burnet area. The station will be located along the east side of the new Major League Soccer Stadium (Q2 Stadium), near Delta Drive, on the MetroRail Red Line between Braker Lane and Rutland Drive. The project is located on the border of Districts 4 & 7. More information about the McKalla Station can be found in the Fact Sheet on the Project Connect website (https://projectconnect.com/projects/red-line). ..Strategic Outcome(s)  B2 #22-1973 Water & Wastewater Commission: June 8, 2022 Council: June 9, 2022 Figure 1: Project Connect MetroRail Red Line and Stations Figure 2: Project Connect McKalla Station This interlocal agreement will enable CapMetro to include certain City-requested improvements into the scope of the McKalla Station design and will provide a mechanism for the City to reimburse CapMetro for the City’s share of that work. Wastewater Utility Improvements The improvements by CapMetro require the relocation and adjustment of two existing City wastewater mains to accommodate the McKalla rail station project. Additionally, the rail station project is an opportunity to upsize the existing utility infrastructure to address service needs due to growth. Executing this interlocal agreement will allow CapMetro and the City to work together in the design and construction of the transit improvements and will save costs and minimize impacts to the public while improving mobility and wastewater utility service. The two wastewater mains are considered subprojects of the McKalla rail station design. The Austin Water Subproject 1 includes the upsizing of approximately 365 linear feet of 8-inch wastewater main to 15-inch wastewater main, and Austin Water Subproject 2 includes upsizing of approximately 850 linear feet of 21-inch wastewater main to 42-inch wastewater main, and associated appurtenances. Mulitmodal Connectivity Improvement The 2014 Urban Trails Plan identified the Red Line Trail, adjacent to CapMetro’s Red Line, as a high priority trail. As part of the McKalla rail transit station design, the Urban Trails Program is providing funding to expand the 8-  200,723 326,014 foot wide sidewalk initially proposed by CapMetro to 13-feet in width to serve as part of the regional Red Line Trail. This shared use path directly links to the existing Red Line Trail to the south and will connect to the active Red Line Trail project just north of Braker Lane.
