(WBE), CP&Y, Inc., Arcadis US, Inc., Jacobs Engineering Group, Inc., Black & Veatch Corp, Alan Plummer Associates, Inc., and Signature Automation, LLC (MBE), for engineering services for the 2022 Austin Water SCADA Services Rotation List in an amount not to exceed $10,000,000.00. MWBE This contract will be awarded in compliance with City Code Chapter 2-9B (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 7.20% MBE and 2.91% WBE participation. Purchasing Language: Staff recommendation is based on the seven most qualified firms out of nine firms evaluated through the City’s qualification-based selection process. Additional Backup Information: As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design and support services associated with construction or improvement of City capital assets. Rotation List contracting allows the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City. Prior to issuing, this solicitation was reviewed by the City’s Rotation List Advisory Committee, which is made up of staff from Financial Service Department – Capital Contracting (FSD-CC), Small and Minority Business Resource Department (SMBR), Public Works Department (PWD), and other user departments. The total authorization amount, the number of firms to be recommended for selection, and the authorization amount per firm were discussed and reviewed by the Committee. FSD-CC expects that user departments will require these services to meet current and future engineering services’ needs. Austin Water (AW) has in operation several Supervisory Control and Data Acquisition (SCADA) systems used to monitor and control the various water and wastewater facilities including: water and wastewater treatment plants, water distribution pump stations and reservoirs, and wastewater collection lift stations. This Rotation List will serve multiple functions throughout the life cycle of the SCADA equipment: these systems occasionally B6 # 22-1969 Water &Wastewater Commission: May 11, 2022 Council: June 9, 2022 need support to correct a failure or deficiency; over time the hardware and software can become obsolete and therefore require replacement; and enhancements are required on the systems to accommodate new facilities or provide additional functionality. The City currently has a SCADA Services rotation list agreement with 5 firms to provide engineering services for Austin Water. It is anticipated that the contracting authority for the existing rotation list will be exhausted in the near future. The professional engineering services will include the design and construction phase services of expansion and renovation projects associated with AW SCADA Systems. In addition, SCADA support services will include, but not be limited to, configuration, programming, troubleshooting and installation of the hardware and software associated with the SCADA systems such as the following: SCADA computer servers and Human Machine Interface (HMI) computers, Programmable Logic Controllers (PLC) and/or Remote Terminal Units (RTU), local area and wide area networks, SQL databases including those for storing historical and reporting information, and security systems and applications to keep the SCADA systems secure. This request allows for the development of a professional services agreement with each of the 7 recommended firms until financial authorization is expended. Initial project assignments will be based on the firm’s final ranking as determined during the Request for Qualifications evaluation (highest to lowest), the maximum cumulative contracted amount in comparison to the estimated task budget for that firm, and the firm’s qualifications and availability of expertise at time of project need. Per firm authorizations may be increased or decreased, through the life of the contract, based on the needs of a particular assignment and will follow the established rotation list policies and procedures. If the City is unsuccessful in negotiating a satisfactory agreement with a recommended firm(s), if a selected firm ceases practice during the contract period, or if the City elects to terminate its agreement with one of the selected firms, the remaining assignments will be assigned to the remaining firm(s) for the duration of the contract period. Participation goals stated in the solicitation were 7.20% MBE and 2.91% WBE.
