Water & Wastewater Commission Regular Meeting Minutes November 3, 2021 APPROVED: December 1, 2021 The Water and Wastewater Commission convened in a regular called meeting on November 3, 2021 at Austin City Hall, 301 W. Second Street in Austin, Texas. CITIZEN COMMUNICATION: GENERAL There were no registered speakers for Citizen Communication. A. APPROVAL OF MINUTES The minutes from the October 6, 2021 Water and Wastewater regular called meeting were approved on a 7-0 vote on Commissioner Turrieta’s motion and Chair Lee’s second with Commissioners Michel, Musgrove and Williams absent and one vacancy. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to award two contracts with Earthco Landscape Construction, LLC (MBE) and Unity Contractor Services, Inc. (MBE), to provide boundary vegetation treatment for wildfire mitigation, each for a term of five years for total contract amounts not to exceed $3,902,000, divided between the contractors. Recommended by the Water and Wastewater Commission on a 7-0 vote on Chair Lee’s motion and Commissioner Turrieta’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. Water & Wastewater Commission Regular Meeting Minutes November 3, 2021 APPROVED: December 1, 2021 2. Recommend approval to negotiate and execute a multi-term contract with Xylem Water Solutions USA, Inc., to provide replacement pumps, parts, and service of Flygt pumps, for up to five years for a total contract amount not to exceed $1,614,700. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Moriarty’s motion and Vice- Chair Castleberry’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. 3. Recommend approval of an award of a multi-term contract with All Points Inspection Services, Inc., to provide cleaning, televising, and trenchless point repair of sanitary sewer collection system pipes throughout the City for up to five years for a total contract amount not to exceed $8,050,010. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Moriarty’s motion and Vice-Chair Castleberry’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. 4. Recommend approval to negotiate and execute a contract with GE Grid Solutions LLC, to provide relays and power quality meters, for a term of five years in the amount not to exceed $1,250,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on second, with Commissioner Moriarty’s motion and Vice-Chair Castleberry’s Commissioners Michel, Musgrove and Williams absent and one vacancy. 5. Recommend approval to award and execute a construction contract with Facilities Rehabilitation, Inc., for the Fort Upper Basin Water and Wastewater Pipeline Renewal project in the amount of $2,484,870 plus a $248,487 contingency, for a total contract amount not to exceed $2,733,357. (District 1) Recommended by the Water and Wastewater Commission on a 6-0 vote on Vice-Chair Castleberry’s motion and Commissioner Atallah’s second with Commissioner Penn recusing, Commissioners Michel, Musgrove and Williams absent and one vacancy. 6. Recommend approval to award and execute a construction contract with Austin Underground, Inc., for South Austin Regional WWTP Sludge Transfer Line and Reclaimed Water Line project in the amount of $5,751,536 plus a $575,153.60 contingency, for a total contract amount not to exceed $6,326,689.60. (District 3) Recommended by the Water and Wastewater Commission on a 6-0 vote on Commissioner Moriarty’s motion and Commissioner Turrieta’s second with Commissioner Penn recusing, Commissioners Michel, Musgrove and Williams absent and one vacancy. 7. Recommend approval to negotiate and execute an amendment to the professional services agreement with Harutunian Engineering, Inc. for the Walnut Creek Wastewater Treatment Plant Controls and Network Upgrades project in an amount not to exceed $4,520,127.95. (District 1) Recommended by the Water and Wastewater Commission on a 6-0 vote on Commissioner Moriarty’s motion and Vice-Chair Castleberry’s second with Commissioner Penn recusing, Commissioners Michel, Musgrove and Williams absent and one vacancy. Recommend approval to award and execute a construction contract with Control Panels USA Inc., for the Walnut Creek Wastewater Treatment Plant Controls and Network project in the amount of $5,987,000 plus a $598,700 contingency, for a total contract amount not to exceed $6,585,700. (District 1) Recommended by the Water and Wastewater Commission on a 6-0 vote on Commissioner Atallah’s motion and Vice-Chair Castleberry’s second with Commissioner Penn recusing, Commissioners Michel, Musgrove and Williams absent and one vacancy. 9. Recommend approval to negotiate and execute the third amendment to the interlocal agreement with the Central Texas Regional Mobility Authority (CTRMA) for the relocation and improvement of water, wastewater, and reclaimed utilities in connection with CTRMA's Bergstrom Expressway (183 South) Project for a reimbursement to Austin Water in the amount of $1,387,330.69. (Districts 1,2, and 3). Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Moriarty’s motion and Vice-Chair Castleberry’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. 10. Recommend approval of a resolution approving the issuance by Pilot Knob Municipal Utility District No. 2 of Unlimited Tax Bonds, Series 2021A, in a principal amount not to exceed $2,860,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Moriarty’s motion and Vice-Chair Castleberry’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. 11. Recommend approval to negotiate and execute an amendment to an interlocal agreement with the Lower Colorado River Authority concerning laboratory testing services, to increase funding under the initial contract term in an amount not to exceed $500,000 and to increase funding for an option period in an amount not to exceed $500,000. The total increase in funding will not exceed $1,000,000, and the revised total contract expenditure will not exceed $2,700,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Vice-Chair Castleberry’s motion and Commissioner Moriarty’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. C. DISCUSSION ITEMS AND POSSIBLE ACTION FROM COMMISSION 1. Approval of 2022 Water and Wastewater Commission Meeting Schedule — The Water and Wastewater Commission approved the 2022 meeting schedule on a 7-0 vote on Vice-Chair Castleberry’s motion and Commissioner Atallah’s second, with Commissioners Michel, Musgrove and Williams absent and one vacancy. 2. Appointment to Joint Sustainability Committee — Chair Lee appointed Commissioner Williams to fill the Water and Wastewater Commission vacancy on the Joint Sustainability Committee. D. REPORTS BY COMMISSION SUBCOMMITTEES 1. Update from Austin Integrated Water Resource Planning Community Task Force — Commissioner Moriarty and Austin Water Program Manager Marisa Flores-Gonzalez provided an update from the Task Force meeting held on November 3, 2021. Water & Wastewater Commission Regular Meeting Minutes November 3, 2021 APPROVED: December 1, 2021 2. Update from Winter Storm Working Group — Vice-Chair Castleberry reported that the Working Group concluded its monthly meeting series on October 20, 2021 when it met to prioritize final recommendations for Austin Water’s Winter Storm After Action Report. The group will be available to meet again as needed during implementation of the recommendations. Austin Water Director Greg Meszaros thanked the Working Group members for their significant contributions and anticipates that the Austin City Council will receive a briefing on the final report on November 4, 2021. Austin Water staff will provide future updates to the full Commission on implementation progress. E. STAFF BRIEFINGS, PRESENTATIONS, AND OR REPORTS 1. Fiscal Year 2020-2021 Financial Report — Austin Water Assistant Director of Financial Services, Joseph Gonzales presented a report and answered questions. 2. Water Supply Outlook — Austin Water Assistant Director of Environmental, Planning & Development Services , Kevin Critendon, and Austin Water managers Teresa Lutes and Marisa Flores-Gonzalez provided an update and answered questions. A. OTHER BUSINESS 1. Discussion of administrative matters. — Chair Lee reminded everyone that the Commission has a vacancy for District 2 and to be aware of any potential candidates who might be encouraged to apply for an appointment through Council Member Fuentes. B. FUTURE AGENDA ITEMS 1. Discussion of future agenda items. — Chair Lee reminded commissioners that any commissioner may propose an agenda topic with another commissioner as co-sponsor. The next Commission meeting will be held at City Hall on Wednesday, December 1, 2021 at 6:00 p.m. ADJOURN The meeting was adjourned at 7:28 p.m. by Chair Lee.
