(District 1) Funding is available in the Fiscal Year 2021-2022 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 84.51% MBE and 1.41% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: Austin Water’s wastewater collection system is fundamental for the conveyance of wastewater to Austin Water’s wastewater treatment plants. Austin Water’s wastewater collection system is a large and complex system, consisting of approximately 2,900 miles of wastewater mains and serves approximately one million customers. Due to deterioration from the harsh conditions of the wastewater environment, wastewater collection system assets require ongoing repair and replacement in order to prevent sanitary sewer overflows. The Fort Upper Basin Water and Wastewater Pipeline Renewal project consists of the repair and replacement of existing wastewater and water mains located within the general boundaries of Rogge Lane, Gloucester Lane, Cordell Lane, Ameswood Drive, Woodbriar Lane, and Claymoor Drive. The wastewater system renewal includes approximately 6,684 linear feet of 8-inch to 12-inch PVC pipe, manholes, and service lines to individual properties. In addition, the water system renewal includes approximately 687 linear feet of 8-inch PVC pipe along with service lines to individual properties and associated appurtenances. Due to the potential for unforeseen conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. During construction, travel on Rogge Lane between Manor Road and Reicher Drive will be reduced to one lane in one direction at a time. The project proposes lane closures and/or detours during off-peak traffic hours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary water service interruptions, primarily during pipeline tie-in and service reconnection. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time sensitive and is critical to the improvement of the infrastructure stability of Austin’s water distribution and wastewater collection systems. Delay or deferral of this contract will require additional time and cost for City operations crews to conduct maintenance and repairs.
