(MWBE), to provide cleaning, televising, and trenchless point repair of sanitary sewer collection system pipes throughout the City for up to five years for a total contract amount not to exceed $8,050,010. Amount and Source of Funding Funding in the amount of $1,610,002 is available in the Fiscal Year 2021-2022 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. The Purchasing Office issued an Invitation for Bids (IFB) IFB 2200 WJT1007 for these goods and services. The solicitation was issued on June 21, 2021 and it closed on July 27, 2021. Six offers were received, and the lowest bidder is recommended for award. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The contract will provide cleaning, televising, and trenchless point repair of sanitary sewer collection system pipes throughout the City. This contract also includes inspection of wastewater mains, inspection of wastewater manholes, inspection of wastewater service laterals, trenchless point repair, and smoke testing of the wastewater collection system. Pipe sizes to be inspected range from 4-inches to 60- inches in diameter. The wastewater collection system includes over 2,950 miles of piping throughout the City that transports wastewater from residences and businesses to the City’s wastewater treatment plants. In accordance with best management practices, existing collection system assets require on-going maintenance and inspection. The cleaning process includes removing sludge, roots, grease, grit, solids, and other debris from the wastewater pipes and adjacent manholes. The contractor will remove the debris from the collection system, preventing it from traveling downstream. The inspection process involves televising cleaned sewer mains and manholes and coding defective conditions in the mains and manholes for repairs as may be required. Austin Water uses the inspection data collected to prioritize capital improvement projects. This contract will replace two existing contracts, one of which that will expire on October 18, 2021 and the other will expire January 6, 2022. If the contract is not secured, maintenance activities for the wastewater collection system will be impacted. A lack of cleaning and inspection could result in critical problems in the wastewater system to remain unmaintained and undetected.
