(District 2) Funding is available in the Fiscal Year 2021-2022 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 9.99% MBE and 1.65% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: Austin Water’s water distribution system is fundamental for the conveyance of water to Austin Water’s customers. Austin Water’s water distribution system is a large and complex system, consisting of approximately 3,900 miles of water mains and serving approximately one million customers. Due to growth and system expansion, water distribution system assets require upgrades to meet customer supply needs. The Piland Triangle Waterline Interconnect project will construct a new water transmission main from the intersection of FM 812 and Circuit of the Americas Boulevard to the intersection of Piland Triangle and FM 812. The work includes approximately 3,500 linear feet of 24-inch diameter water transmission main replacing an 8-inch diameter water main. This project provides additional water service reliability and addresses low pressure issues for customers in this area. This item includes one allowance. The allowance of $5,000 will be used for tree planting near the project. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work whose details are not yet determined at the time of bidding. Due to the potential for unforeseen conditions, a 10% contingency has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. The project proposes lane closures and/or detours during off-peak traffic hours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. This construction contract is time sensitive and is a critical component of the water distribution system. Failure to enter this contract will place an undue burden on City construction crews, will have a negative effect on infrastructure stability, and will increase the risk of lost treated water. There are also many near-term developments planned in this east Austin area that will not have adequate pressures, velocities, and available fire flows without this proposed 24-inch diameter water transmission main. The contract allows 150 calendar days for completion of this project. This project is located within zip code 78617 (District 2).
