Water & Wastewater Commission Regular Meeting Minutes July 14, 2021 APPROVED: August 4, 2021 The Water and Wastewater Commission convened in a regular called meeting on July 14, 2021 via videoconference, in Austin, Texas. APPROVAL OF MINUTES The minutes from the June 2, 2021 Water and Wastewater regular called meeting were approved on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second with Commissioner Williams absent and two vacancies. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to amend existing cooperative contracts with Sunbelt Rentals Inc. and United Rentals (North America) Inc., for continued rental of trench safety shoring and pumping equipment, for an increase in the amount of $288,000, for revised total contract amounts not to exceed $538,000 divided between the contractors. Austin Water’s total authorization is $275,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and The City of Austin is committed to compliance with the American with Disabilities Act. Recommend approval to negotiate and execute five multi-term contracts to provide cave restoration, gating and survey services, with 4CAVES Institute; Charley William Savvas d/b/a Charley Savvas; Richard Douglas Zarria d/b/a Zarria Environmental Consulting; Zara Environmental, LLC; and Cox/McLain Environmental Consulting, Inc. (WBE); each for up to five years for total contract amounts not to exceed $1,000,000, divided among the contractors. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 3. Recommend approval to award a multi-term contract with CarbPure Technologies, LLC, to provide powdered activated carbon, for up to five years for a total contract amount not to exceed $4,600,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 4. Recommend approval to negotiate and execute a contract with Yokogawa Fluid Imaging Technologies, Inc., to provide a digital imaging particle analyzer, in an amount not to exceed $150,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 5. Recommend approval to award a contract with Thermo Electron North America d/b/a Thermo Electron North America, LLC, to provide an ion chromatography system in an amount not to exceed $62,675. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 6. Recommend approval to negotiate and execute an amendment to the professional services agreement with Carollo Engineers, Inc. for professional engineering services for the Walnut Creek Wastewater Treatment Plant Headworks Improvements in the amount of $4,600,000, for a total contract amount not to exceed $5,600,000. (District 1) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Michel’s motion and Commissioner Musgrove’s second with Commissioner Penn recusing, Commissioner Williams absent and two vacancies. 7. Recommend approval to award and execute a construction contract with Underground Water Solutions Co., for the Beverly Road Water and Wastewater Pipeline Renewal project in the amount of $868,881.00 plus a $86,888.10 contingency, for a total contract amount not to exceed $955,769.10. (District 10). Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Musgrove’s motion and Commissioner Turrieta’s second with Chair Lee recusing, Commissioner Williams absent and two vacancies. 8. Recommend approval to award and execute a construction contract with PGC General Contractors, LLC, for the Northwest Area Lift Station Improvements: Spring Lake #2 for a total contract amount not to exceed $344,000. (Related to item B8) (District 6) Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 10. Recommend approval to negotiate and execute an interlocal agreement with the University of Texas at Austin for mutual support and assistance regarding cave management, cave and sinkhole exploration, cave access, cave restoration, and cave education, in which no monetary compensation will be exchanged. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and Commissioner Turrieta’s second with Commissioner Williams absent and two vacancies. 11. Recommend approval of a resolution for the issuance by Pilot Knob Municipal Utility District No. 2 of Unlimited Tax Bonds, Series 2021, in a principal amount not to exceed $3,500,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Chair Lee’s motion and Commissioner Turrieta’s second with Commissioner Michel recusing, Commissioner Williams absent and two vacancies. 12. Recommend approval of Austin Water Capital Improvements Projects located in the Drinking Water Protection Zone for inclusion in Austin Water’s 5-year Capital spending plan as required by Financial Policy No. 8. E. STAFF BRIEFINGS, PRESENTATIONS, AND OR REPORTS 1. Water Conservation and On-Site Reuse Pilot Incentives — Austin WaterDivision Manager Kevin Kluge provided a briefing. 2. Harmful Algal Blooms — Assistant Director Rick Coronado and Austin Water Operations Manager Brian Haws provided a briefing. Austin Water Director Greg Meszaros and Watershed Protection Environmental Scientist Brent Bellinger joined Austin Water presenters in responding to questions. F. FUTURE AGENDA ITEMS 1. Discussion of future agenda items. — Chair Lee reminded the commissioners that approval of the Budget Committee Report will be on the August agenda. The commissioners expressed a preference to hold the August 4, 2021 Water and Wastewater Commission regular meeting in person at Waller Creek Center at 6pm, as official guidance permits. Commissioner Moriarty requested a staff briefing on water loss and mitigation efforts that Director Greg Meszaros confirmed. ADJOURN The meeting was adjourned at 3:26 p.m. by Chair Lee.
