(District 1) Amount and Source of Funding Funding is included in the Proposed Fiscal Year 2021-2022 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 98.34% MBE and 1.65% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: Austin Water’s water distribution system is fundamental for the conveyance of water to Austin Water’s customers. The system is a large and complex, consisting of approximately 3,900 miles of water mains and serving approximately one million customers. Due to deterioration from time and environmental conditions, water distribution system assets require ongoing repair and replacement in order to prevent leaks and loss of valuable treated water. The water system in the US Highway 290 and Springdale Road area has aging high pressure water mains that have a documented history of multiple breaks, are in poor condition, and impact service delivery. This project extends the 16-inch water network in the North Pressure Zone to serve ongoing development and is an important part of a larger plan to convert a portion of the Central Pressure Zone south of US Hwy 290 to the North Reduced Pressure Zone. Construction will be coordinated with a proposed Travis County sidewalk project on Springdale Road. The Springdale/290 Water Line Improvements project consists of the replacement of existing water mains located within the general boundaries of the Chimney Hill and Walnut Trace Subdivisions on either side of Springdale Road. The water system renewal work consists of installing two pressure reducing valve stations to reduce the pressure in the Chimney Hill and Walnut Trace Subdivisions; one remote terminal unit and antenna; approximately 400 linear feet of 6-inch polyvinyl chloride pipe (PVC); 8,000 linear feet of 8-inch PVC; 600 linear feet of 12-inch PVC; 4,000 linear feet of 16- inch PVC; 800 linear feet of 12-inch high density polyethylene pipe (HDPE); 2,500 linear feet of 20-inch HDPE water mains; and associated appurtenances. This item includes one allowance. The allowance of $250,000 will be used to address additional water line scope. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work whose details are not yet determined at the time of bidding. Due to the potential for unforeseen conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. The project proposes lane closures and/or detours during off-peak traffic hours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents have access to their driveways at all times. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary water and wastewater service interruptions, primarily during pipeline tie-in and service reconnection. Residents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time sensitive and is a critical component of maintenance and repairs to the water distribution system. Failure to enter into this contract will place an undue burden on City construction crews, will have a negative effect on infrastructure stability, and increases the risk of lost treated water. The contract allows 540 calendar days for completion of this project.
