Amount and Source of Funding Funding is available in the Fiscal Year 2020-2021 Operating Budget of Austin Water. The Purchasing Office issued an Invitation for Bids (IFB) 2200 PAT1043 for these goods and services. The solicitation issued on February 1, 2021 and it closed on March 2, 2021. Of the two offers received, the recommended contractor submitted the lowest responsive offer. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9D Minority Owned and Women Owned Business Enterprise Procurement Program. For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The contract will provide for the purchase, installation, and training of an ion chromatography system for use at the Walnut Creek Wastewater Treatment Plant, Environmental Analytical Services Laboratory. The City will use the system in conjunction with EPA 300 methodology to analyze wastewater, drinking water, and environmental samples. The beneficial advantages of using an ion chromatography system are reliability, accuracy, high speed, high separation efficiency, and the low cost of consumables. The City will use the ion chromatography system to ensure compliance under the Clean Water and Safe Drinking Water Acts. If the City is unable to secure a contract, Austin Water will be required to send out water analyses to a third party that would cost approximately $100,000 per year. PRICE ANALYSIS a) Solicitations: 112 notices were sent, including 2 MBE and 11 WBE firms with no M/WBE firms responding. b) Cost Analysis: The proposed contract pricing is consistent with a 3.21% increase represented in the market.
