(District 1) Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. October 17, 2019 — Council approved a professional services agreement with Carollo Engineers, Inc. for the Walnut Creek Wastewater Treatment Plant Headworks Improvements. July 14, 2021 — To be reviewed by the Water and Wastewater Commission. This amendment will be awarded in compliance with City Code 2-9B (Minority Owned and Women Owned Business Enterprise Procurement Program). Current participation to date is 18.03% MBE and 36.04% WBE. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The purpose of this project is to rehabilitate and make improvements to Headworks No. 1 at Walnut Creek Wastewater Treatment Plant (WWTP). The mechanical and electrical components of Headworks No. 1 are original to the 1977 construction, and the majority of these components are beyond their useful life. To increase process reliability and to prepare the plant for future flows, Headworks No. 1 will need to be improved and modified to have the hydraulic capacity to treat an average of 75 million gallons per day (MGD), 150 MGD peak flow, and 190 MGD wet weather flow. The project will also directly improve the wastewater treatment plant’s electrical resiliency. Currently, all influent flow is directed to Headworks No. 2. Therefore, there is a window of opportunity to rehabilitate Headworks No. 1 before the influent flow exceeds the capacity of Headworks No. 2. If the project is delayed and the influent flows exceed the capacity of Headworks No.2, the Headworks No. 1 rehabilitation and improvements would require additional construction funding to provide temporary screening capacity. Walnut Creek WWTP is permitted to treat and discharge an average daily flow of 75 MGD and a 2-hour peak flow of 165 MGD. A portion of the plant effluent is used for non-potable water at the plant site and to supply much of the City’s growing Water Reclamation Initiative program. The remaining plant effluent is discharged into the Colorado River. The Headworks is the first step in the wastewater treatment process, where large debris and grit is removed from the raw wastewater. The majority of the work will take place in non-public areas of the plant. A small portion of the work may minimally impact the operation of the septic receiving station, which accepts liquid waste from the public. If authorization is not given to execute an amendment, the rehabilitation of Headworks No. 1 will not be able to move forward. When future flows exceed the capacity of Headworks No. 1, the plant would not be able to adequately accept and treat the influent flows and would be at a greater risk for a wastewater spill. An amendment to the professional services agreement is required to move the project forward into final design phase and bidding phase. The City intends to return to Council to request additional authorization for construction phase and warranty phase services, utilizing the selected firm to perform these additional services.
