Related to item B9. Amount and Source of Funding Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. Original contract was awarded through a qualifications-based selection process. November 1, 2018 – Council approved a professional services agreement with CDM Smith, Inc. and K Friese & Associates, Inc. for the South Area and Northwest Area Lift Station Improvements, respectively. July 14, 2021 — To be reviewed by the Water and Wastewater Commission. This amendment will be awarded in compliance with City Code 2-9B (Minority Owned and Women Owned Business Enterprise Procurement Program). Current participation to date is 4.87% MBE and 46.19% WBE. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design and support services associated with construction or improvement of City capital assets. Rotation List contracting allows the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City. Numerous Austin Water lift stations in South and Northwest Austin require engineering services for improvements. The lift stations and force mains in these areas have been identified for improvements based on the condition assessment of their major components including the dry well, wet well, force main, or the capacity of the existing pumps and force main conveyance capacity. Spring Lake #2 Lift Station is one of the Northwest Area Lift Stations that require engineering services for improvements. It was constructed in 1999 and was designed to pump wastewater from the neighboring community to the nearby Balcones Water Reclamation Plant. The Balcones Water Reclamation Plant treats the wastewater and provides non-potable, reuse water for irrigation of the Balcones County Club golf course. The lift station requires rehabilitation of controls and piping to reliably pump wastewater to the reclamation plant. This amendment is for additional funding for K Friese & Associates to provide professional services for construction and warranty phases related to the Spring Lake #2 Lift Station. Construction phase services provide construction oversight, submittal reviewing reviews, modifications and preparing as-built drawings. No impact to the public is anticipated because all construction work will be completed on City property that is not open to the public. If this amendment is not approved, valuable engineering oversight will not be available to the City and the quality of the project could be impacted. to contractor questions during construction, responding M/WBE Summary Participation subgoals stated in the solicitation were 1.90% African American; 9.00% Hispanic; 4.90% Asian/Native Asian; and 15.80% WBE. The recommended firms provided an MBE/WBE Compliance Plan that met the goals of the solicitation and was approved by the Small and Minority Business Resources Department.
