Sole source contracts are exempt from the City Code Chapter 2-9D Minority Owned and Women Owned Business Enterprise Procurement Program; therefore, no subcontracting goals were established. The contractor will rebuild one of Hornsby Bend’s belt filter presses used to dewater sludge after anaerobic digestion. The equipment is critical to the proper transportation and disposal of anaerobic biosolids by reducing the volume by removal of water. This process area is the sole outlet for the biosolids generated by Austin Water’s wastewater treatment system. The equipment operates 24/7 and is nearing the end of its useful lifespan. By rebuilding the equipment, Austin Water will be able to extend its useful life and increase its reliability. Without the equipment, Hornsby Bend will not be able to meet regulatory requirements for the disposal of wastewater sludge. Work is being done by the manufacturer to ensure that the original equipment manufacturer parts are installed correctly, and the work is performed in accordance with the equipment manufacture specifications to preserve the warranty. PRICE ANALYSIS a) Cost Analysis: The Cost for a new unit is a 54% increase versus a rebuilt unit.
