Water & Wastewater Commission Review and Recommendation Health and Environment COA Strategic Direction: April 7, 2021 Commission Meeting Date: Council Meeting Date: Department: Purchasing May 6, 2021 Client: Rick Coronado Agenda Item Recommend approval to negotiate and execute a contract with Environmental Dynamics International Inc., to provide flexible membrane tube diffusers at the Dessau Wastewater Treatment Plant, in an amount not to exceed $65,510. Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. Amount and Source of Funding Exempt – Public Health and Safety. April 7, 2021 – To be reviewed by the Water and Wastewater Commission. This contract is exempt from the City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The contract is to provide flexible membrane tube diffusers to replace the existing air grid in the aeration basin at the Dessau Wastewater Treatment Plant (WWTP). The diffusers provide air transfer within the aeration basin to properly treat the influent wastewater stream. The existing air grid at Dessau WWTP is not performing to specifications and not providing the air transfer efficiency required to treat the influent wastewater stream properly. Without proper treatment and air transfer efficiency, the Dessau WWTP will not meet the required state and federal effluent water quality permit limits for ammonia. This contract is being exempted from formal competition as it needs to be expedited to protect the public health and safety of the municipality’s residents. The purchase of the new grid needs to occur as soon as possible before the air temperature begins to rise. As the average monthly temperature begins to rise to above 80 degrees, the air transfer efficiency will decrease, and proper treatment of influent wastewater will not be achieved. The average monthly temperatures in Austin will be above 80 degrees in May. The assembly and manufacture time for the proposed air grid is 10 weeks. The purchase price for new air grids was based on quotes received by two vendors. PRICE ANALYSIS a) Cost Analysis: The proposed contract pricing is consistent with a 2% decrease represented in the market.
