Austin Water’s requested authorization is $2,245,000. Amount and Source of Funding Funding in the amount of $187,083 is available in the Fiscal Year 2020-2021 Operating Budget of Austin Water. Funding for the remaining contract terms is contingent upon available funding in future budgets. the The Purchasing Office issued an Invitation for Bid (IFB) 7500 CRR1015 for these services. The solicitation issued on November 23, 2020 and it closed on January 5, 2021. Of the nine offers received; the recommended contractors submitted lowest responsive offers. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the services required for this solicitation, there were insufficient subcontracting opportunities; therefore, no subcontracting goals were established. However, one of the recommended contractors identified subcontracting opportunities. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: These contracts will provide landscape maintenance services, including scheduled and seasonal mowing services, for over 330 locations and facilities throughout the City. Supported departments include Building Services, Parks and Recreation, Austin Water, Convention Center, Library, Police, Fire, EMS, Public Health, Animal Services, Public Works and Housing and Planning. Facilities such as City Hall and City cemeteries will also be supported by this contract. Services provided will include native landscape maintenance, removal of invasive non-native plants, tree trimming, shrub maintenance, pest control, mulching, fertilization, and irrigation/sprinkler system inspection and repair. Allowances have been included in the contract amount for irrigation system repairs, arborist work, and the replacement of diseased or stressed plants. The contractors are also required to work within the City’s Integrated Pest Management program. The contract scope requires that the contractors actively seek innovative approaches to reduce their impact on the environment through use of low-emission equipment and other sustainable practices such as reducing emissions, noise and the use of chemicals which may adversely impact the environment. The contractors will provide all equipment, fuel, and labor to complete the work covered under this contract. These contracts will replace an existing contract which expires on June 30, 2021. The recommended contractors are not the current provider for these services. Unity Contractor Service is a city certified MBE and also has a State of Texas Historically Underutilized Business Certification. Cutrite LLC is also certified by the State of Texas as a Historically Underutilized Business.
