Water & Wastewater Commission Special Called Meeting Minutes January 14, 2021 APPROVED: February 3, 2021 The Water and Wastewater Commission convened in a special called meeting on January 14, 2021 via videoconference, in Austin, Texas. CITIZEN COMMUNICATION: GENERAL There were no speakers who registered to speak. A. APPROVAL OF MINUTES The minutes from the December 9, 2020 Water and Wastewater regular called meeting were approved on an 8-0 vote on Commission Castleberry’s motion and Commissioner Ho’s second with Commissioners Parton and Williams absent. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to negotiate and execute a contract a multi-term cooperative contract with IDSC Holdings LLC D/B/A Snap-On Industrial, for tools and fleet maintenance equipment, for up to 51 months in an amount not to exceed $1,607,500. Austin Water’s requested authorization is $85,000. Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioners Parton and Williams absent and Commissioner Turrieta off the dais. 2. Recommend approval to award and execute a construction contract with Santa Clara Construction, Ltd., for the Highland Park Water and Wastewater Improvements Phase 2 Water & Wastewater Commission Special Called Meeting Minutes January 14, 2021 project in the amount of $5,891, 883.50 plus a contingency of $589,188.35, for a total contract amount not to exceed $6,481,071.85. (District 10) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Michel’s motion and Commissioner Ho’s second with Commissioners Parton and Williams absent and Chair Lee recusing. 3. Recommend approval to award and execute a construction contract with PGC General Contractors, LLC, for Little Walnut Creek-Flood Risk Reduction from Metric-Rutland project in the amount of $17,103,694.80 plus a $2,565,554.22 contingency, for a total contract amount not to exceed $19,669,249.02. Austin Water's budgeted portion for this project is $4,523,927. (District 4) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioners Parton and Williams absent and Commissioner Turrieta off the dais. 4. Recommend approval to award and execute a construction contract with Sefbo Pipeline Bridge, Inc., for the Ullrich WTP Low Service Pump Station Safety Structures Renewal project in the amount of $66,666.66. (District 8) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Ho’s motion and Commissioner Turrieta’s second with Commissioners Parton and Williams absent and Commissioner Penn recusing. 5. Recommend approval for additional contingency funding for the construction contract with PLW Waterworks, LLC, for the Walnut Creek WW Treatment Plant Sludge Thickener Rehabilitation project in the amount of $457,795 for a total amount not to exceed $10,529,285. (District 1) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioners Parton and Williams absent and Commissioner Turrieta off the dais. Ratification of a contract with National Works, Inc., to provide emergency cleaning and diffuser replacement in the aeration basin and clarifier at the Dessau Wastewater Treatment plant, in the amount of 4274,232. Austin Water staff Ayman Benyamin provided background on the need for the emergency services with no questions from commissioners. STAFF BRIEFINGS, PRESENTATIONS, AND OR REPORTS 1. COVID-19 – Austin Water Operations, Staff and Financial Impact Update — Austin Water Assistant Director Joseph Gonzales provided an update. 2. Austin Water Facility Planning for Atlas 14 Flood Risks — Austin Water staff Charles Celauro presented an update. F. FUTURE AGENDA ITEMS Discussed request for future briefing on potential utility relocations due to Project Connect and other major transportation corridors.
