Austin Water's budgeted portion for this project is $4,523,927. (District 10) Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 67.62% MBE and 1.25% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: An allowance of $50,000 will provide for a geologist to address potential void Customers in the Highland Park area in the Northwest A pressure zone are currently supplied by a single 12-inch water main with no backfeed or redundancy. This undersized single-feed main causes inadequate fire flows and reduction of water supply/pressure throughout the area. Also, Highland Park reservoir and pump station have reached the end of their useful life and are undersized for the area. Highland Park reservoir hasn't been in use for years and the pump station is being used as an inline booster station which is not an approved pumping scenario per Texas Commission on Environmental Quality (TCEQ) standards. Construction of the proposed 16-in water main will allow Austin Water to take the Highland Park pump station and reservoir offline. The lack of a redundant transmission main is an increased risk for loss of water service. The most recent outage was in the summer of 2018 when the 12- inch main was hit by a contractor and water was cut off to the entire Highland Park neighborhood for approximately four hours. The Highland Park Water and Wastewater Improvements project will construct a 16-inch water main to provide adequate water supply and pressure into the Highland Park neighborhood and wastewater line replacements where needed along the water main alignment. The project is being constructed in two phases to facilitate construction sequencing and spending. This request covers Phase 2 which is located south of Northland Drive along Balcones and Crestway, and will construct 8,000 linear feet (LF) of 16-inch water main, 4,000 LF of wastewater main renewal, a dual water pressure regulating valve station, 565 LF of 36-inch storm drain pipe, and 290 LF of 24-inch storm drain pipe. Other work includes but is not limited to traffic control, installation of manholes, water valves, fire hydrants, and modifications to an existing roadway intersection including removal and replacement of pavement, sidewalks, curbs, landscaping, walls and other disturbed areas. This item includes the following three allowances: • mitigation and/or groundwater issues. • undetermined locations. • construction for the repair and/or temporary removal and replacement of existing walls. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work whose details are not yet determined at the time of bidding. Impact to the travelling public includes detours at the intersections of RM 2222/Balcones Drive, Hancock Drive/Balcones Drive, and Perry Lane/Crestway Drive during the installation of the 16-inch water line. Delaying the execution of this contract would place a continued burden on the existing undersized single water main and wastewater line facilities. Due to the potential for unknown subsurface conditions and utility conflicts, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project.
