October 14, 2020 Water & Wastewater Commission Regular Meeting Minutes Approved: November 17, 2020 The Water and Wastewater Commission convened in a regular meeting on October 14, 2020 via videoconference, in Austin, Texas. A. APPROVAL OF MINUTES The minutes from the September 9, 2020 Water & Wastewater Commission regular meeting were approved on a 9-0 vote on Commissioner Castleberry’s motion and Commissioner Penn’s second with Commissioner Turrieta absent. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to award a multi-term contract with MTM Recognition Corporation, to provide service awards, for up to five years for a total contract amount not to exceed $668,800. Austin Water’s requested authorization is $10,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 2. Recommend approval to award a contract with Perkins Engineering Consultants, Inc., to provide fan testing, hydrogen sulfide monitoring, and differential pressure Water & Wastewater Commission Regular Meeting Minutes October 14, 2020 testing services, in an amount not to exceed $397,035. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 3. Recommend approval to award a multi-term contract with American Minority Business Forms, Inc. D/B/A American Diversity, to provide printed forms, for up to five years for a total contract amount not to exceed $643,500. Austin Water’s requested authorization is $30,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 4. Recommend approval of a multi-term contract with Expert Relocation Services, LLC, to provide citywide moving and relocation services, for up to five years for a total contract amount not to exceed $5,783,500. Austin Water’s requested authorization is $440,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 5. Recommend approval of a contract with Victor Pena D/B/A Pena’s Traffic Services, LLC (MBE), to provide rental of temporary traffic control devices and roadway pavement marking services, for a term of two years in an amount not to exceed $3,280,000. Austin Water’s requested authorization is $1,600,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 6. Recommend approval of two multi-term contracts with Yosan Inc. D/B/A International Building Services and Precision Facility Services, LLC, to provide pressure washing services, each for up to five years for total contract amounts not to exceed $2,466,300, divided between the contractors. Austin Water’s requested authorization is $400,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 7. Recommend approval to increase the City’s funding for the interlocal agreement with Travis County for construction of new water lines within the TxDOT Roadway Improvements of FM 1626 from Manchaca Road to Brodie Lane Project, in the amount of $303,045.75 for a total amount not to exceed $723,535.75 for engineering services and construction costs. Recommend approval to award and execute a construction contract with Vaca Underground Utilities, Inc. for the East Allandale White Rock Neighborhood Water and Wastewater System Renewal Project in the amount of $3,468,020 plus a $346,802 contingency, for a total contract amount not to exceed $3,814,822. (District 7) Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Commissioner Ho’s second with Commissioner Penn recused and Commissioner Turrieta absent. 9. Recommend approval to award and execute a construction contract with Santa Clara Construction, LTD (MBE), for Morrow and Gault Water & Wastewater Pipeline Renewal project in the amount of $5,341,070.10 plus a $534,107.01 contingency, for a total contract amount not to exceed $5,875,177.11. (District 7) Recommended by the Water and Wastewater Commission on a 7-0 vote on Commissioner Moriarty’s motion and Commissioner Michel’s second with Commissioners Penn and Lee recused and Commissioner Turrieta absent. 10. Recommend approval to execute change order No. 14 in an amount not to exceed $825,157.76 to the construction contract with SJ Louis Construction of Texas, Ltd., for the Parmer Lane Interceptor project, plus an additional contingency in the amount of $300,000, for a total contract amount not to exceed $28,549,489.76. (District 6) Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Commissioner Ho’s second with Commissioner Penn recused and Commissioner Turrieta absent. 11. Recommend approval to award and execute a construction contract with PGC General Contractors, LLC, for the 2021 Waterline On-Call Services Indefinite Delivery/Indefinite Quantity contract in the amount of $2,000,000 for an initial 1-year term, with two 1-year extension options of $2,000,000, for a total contract amount not to exceed $6,000,000. (All Districts) Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 12. Recommend approval to negotiate and execute a professional services agreement with Stantec Consulting Services, (staff recommendation) or one of the other qualified responders for Request for Qualifications Solicitation No. CLMP306 to provide professional engineering services for the Hornsby Bend Biosolids Management Plant Process Ammonia Removal System Facility in an amount not to exceed $500,0000. (District 8) Recommended by the Water and Wastewater Commission on an 8-0 vote on Commissioner Michel’s motion and Commissioner Fisher’s second with Commissioner Penn recused and Commissioner Turrieta absent. 14. Recommend approval to negotiate and execute a Job Order Assignment with Hensel Phelps Construction Co, one of the City’s Facilities Improvement Job Order Contractors, for the South Austin Regional Wastewater Treatment Plant Door Replacements for a total amount not to exceed $1,000,000. (District 2). Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 15. Recommend approval of a resolution for issuance by Northtown Municipal Utility District of Unlimited Tax and Revenue Refunding Bonds, Series 2020A, in a principal amount not to exceed $3,845,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 16. Recommend approval of a resolution for issuance by Northtown Municipal Utility District of Unlimited Tax and Revenue Bonds, Series 2020, in a principal amount not to exceed $10, 710,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 17. Recommend approval of a resolution for the issuance by Southeast Travis County Municipal District No. 1 of Unlimited Tax Bonds, Series 2020, in a principal amount not to exceed $2,465,000. Recommended by the Water and Wastewater Commission on a 9-0 vote on Commissioner Ho’s motion and Commissioner Castleberry’s second with Commissioner Turrieta absent. 18. Recommend approval of a resolution for the issuance by Pilot Knob Municipal Utility District No. 3 of Unlimited Tax Bonds, Series 2020, in a principal amount not to exceed $3,975,000.
