This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) through the achievement of Good Faith Efforts with 0.69% MBE and 0.14% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The Ullrich Water Treatment Plant was built in 1969 and provides potable water for South Austin customers and the City of Westlake. The plant’s raw water is drawn from Lake Austin by the Low Service Pump Station (LSPS), which is powered by an electrical substation that was also constructed in 1969. This substation has exceeded its remaining useful life and needs to be replaced with a modern enclosed electrical substation facility. In addition to constructing the new substation facility, a new electrical duct bank connecting it with the LSPS will be constructed. This will allow the new power distribution system to be built over several years, while the old power distribution system remains in service, allowing the water plant to remain in service during construction. A new access road will be constructed along the route of the new duct bank providing better LSPS site access. The project will also implement storm water quality improvements for the LSPS site, and the new power distribution system will meet current Austin Water (AW) electrical standards for safety and reliability. This item contains two allowances. An allowance of $200,000 will be used for the installation of the security system related to this new infrastructure. An allowance of $20,000 will be used for an additional plant security booth to facilitate controlled access to the construction site. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work whose details are not yet determined at the time of bidding. This project will occur in a continuously operating water plant. While there may be intermittent production interruptions during construction, the contract is written to minimize any impact to customer service. We currently do not expect any significant plant shutdowns that would negatively impact customer service. This project is critical for the reliability of the water treatment process for City of Austin. If this project is not approved, the project may have to delay the Contractor’s Notice to Proceed to September 1, 2021 due the limitations of tree and vegetation clearing during the endangered songbird nesting season. In addition, failure to construct this project in a timely manner may result in unplanned electrical failures. AW will continue to use the existing substation and power distribution equipment until a failure of that equipment occurs. In that event, assuming power cannot be restored in a timely manner, an emergency contract to provide power generation would be required. Due to the large energy loads required by the raw water pumps, this would likely require numerous semitruck-sized generators to operate for many months while emergency repairs are made. It is assumed that, at a minimum, a plant outage of several weeks would occur while this emergency power generation system is sourced and made operational. Due to the potential for unknown conditions when working in an operating water treatment facility, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project.
