Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 33.38% MBE and 0.94% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The Hornsby Bend Biosolids Management Plant (BMP) is the primary wastewater sludge processing facility for Austin Water. At Hornsby Bend BMP, wastewater sludge is processed by screening, thickening, anaerobically digesting, dewatering, and on-site composting. Water from the dewatering process is further treated in a side stream wastewater treatment plant and is stored in an on-site system of lagoons, or ponds. Hornsby Bend is permitted by the Texas Commission on Environmental Quality as a non-discharge treatment facility. As a non-discharge facility, all water from sludge processing that is stored in the lagoons must be retained in storage, disposed of on- site by means of irrigation, or transferred to another treatment facility. The construction of a Transfer Pump Station and rehabilitation and expansion of the existing irrigation system will provide additional irrigation capabilities and the ability to transfer excess flow to South Austin Regional Wastewater Treatment Plant. Improvements will include a new Transfer Pump Station, new center pivot irrigation systems, a new precast electrical and control building, approximately 650 linear feet of 16-inch to 24-inch gravity suction pipe, approximately 14,500 linear feet of 6-inch to 16- inch pressurized distribution pipe, a new electrical load center, and conveyance lines across the Colorado River by Horizontal Directional Drilling. This item includes the following six allowances: • The allowance of $10,000 will be used to address epoxy coating. • The allowance of $150,000 will be used to address owner directed bypass pumping of the existing irrigation system. • The allowance of $50,000 will be used to address contaminated soil or groundwater testing and removal. • The allowance of $150,000 will be used to address riprap. • The allowance of $63,000 will be used to address hot mix asphaltic concrete (HMAC) overlay at the existing side stream plant upper road. The allowance of $120,000 will be used to address Austin Energy removal of overhead electrical service. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work whose details are not yet determined at the time of bidding. This contract will include award of the three following alternate bid items for the replacement and expansion of irrigation equipment and the removal of the Hyacinth Building which is no longer utilized for process treatment: • • • An Alternate of $910,000 will be used for the installation of irrigation center pivot units 1, 2, and 3. An Alternate of $640,000 will be for the installation of Irrigation Center Pivot Unit 4. An Alternate of for $4,150,000 will be used for the demolition of the Hyacinth Building. An alternate bid is a specified item of the construction work that is priced separately and may be awarded as part of the contract if the bids are within the specified budget. The site for this work is predominately on plant property which is not accessible to the public. The project is adjacent to the Hornsby Bend Bird Observatory. The construction activities will require a lane closure and detours for the birders. A portion of the work is south of the plant on Austin Bergstrom International Airport at Crozier Lane. Occasional traffic control and lane closure may be required. If this project is not approved, the treatment capacity to process sludge from Austin Water’s wastewater treatment plants will be insufficient to meet demands. Due to the potential for unforeseen conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. The contract allows 540 calendar days for completion of this project. This project is located within zip code 78725 in the Extra-territorial Jurisdiction.
