D/B/A Wachs Water Services, to provide leak detection services, for up to five years for a total contract amount not to exceed $700,000. Amount and Source of Funding Funding in the amount of $116,667 is available in the Fiscal Year 2020-2021 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. The Purchasing Office issued an Invitation for Bids (IFB) 2200 JOG1011 for these services. The solicitation issued on August 10, 2020 and it closed on September 1, 2020. Of the six offers received, the recommended contractor submitted the lowest responsive offer. N/A November 17, 2020 — To be reviewed by the Water and Wastewater Commission. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The contract will provide leak detection services for approximately 500 linear miles of the City’s water distribution system to identify leaks that are not currently surfacing or reported. The contract is part of Austin Water’s increasing efforts to reduce its Infrastructure Leakage Index rating. The contractor will notify Austin Water of all leaks found for follow-up investigations and repairs by Austin Water personnel. If the City is unable to secure a contract, Austin Water will not have a reliable source for leak detection services. This will force the City to procure this service on the open market, which could result in higher prices and increased downtime for the water distribution system. The current contract expires on January 15, 2021. The requested authorization amounts for the contract were determined using departmental estimates and historical spending. The recommended contractor is the current provider for these services.
