(District 7) Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 10.03% MBE and 0.83% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The East Allandale White Rock Neighborhood Water and Wastewater System Renewal Project is part of the Renewing Austin Program. Renewing Austin is an ongoing program to replace and upgrade deteriorated and aging water lines with a documented history of multiple breaks. In addition, the program coordinates and includes wastewater lines in need of replacement within the project area. The project will reduce further expenditures from the Operating and Maintenance budget of Austin Water by preventing repeat water main breaks, sewer leaks and sewer overflows. The work consists of removing and replacing existing water and wastewater mains in the East Allandale neighborhood, bound by Greenlawn (north), MoPac (west), Allandale (south) and Burnet Road (east), and a length of wastewater main along Burnet Road between Justin Lane and Greenlawn Parkway. Water system upgrades include approximately 8,400 linear feet of 6-inch, 8-inch, and 12-inch Ductile Iron and PVC pipe along with all services and appurtenances. Wastewater system upgrades include approximately 3,200 linear feet of 8-inch PVC pipe and CIPP lining, manholes, and service connections. The project proposes lane closures and/or detours during off-peak traffic hours (9 a.m. to 4 p.m. Monday – Friday, and 7 a.m. to 7 p.m. Saturday – Sunday). The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses have access to driveways at all times. Roadways will be reopened to the public at the end of each working day. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be temporary water and wastewater service interruptions, primarily during pipeline tie-in and service reconnection. Customers will be notified at least 72 hours in advance of any service interruption. A delay in this project will result in continued deterioration of the water and wastewater system causing additional breaks in the lines and maintenance costs. Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project.
