Funding is available in the Fiscal Year 2020-2021 Operating Budget of Austin Water. Amount and Source of Funding The Purchasing Office issued an Invitation for Bids (IFB) 2200 BYO1011 for these services. The solicitation issued on July 20, 2020 and it closed on August 4, 2020. Of the two offers received, the recommended contractor submitted the lowest responsive offer. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE:  The contract will provide fan testing, hydrogen sulfide monitoring, and differential pressure testing services of the Walnut Creek and Little Walnut Creek Interceptors, Crosstown Tunnel, and Williamson Interceptor. Odor is emanating from some of the manholes along these sewer systems and for similar projects in the past, vapor phase odor control has been considered a cost-effective mitigation measure to extract and treat odor and to prevent corrosion in these sewer systems. The fan testing performed under this contract will provide detailed data to determine the size of the planned Crosstown Tunnel Centralized Odor Control Facility as well to determine the feasibility and size of an odor control facility on the Big and Little Walnut Interceptor System and the Williamson Interceptor. PRICE ANALYSIS a) Solicitations: 406 notices were sent, including 19 MBE and 43 WBE firms with no M/WBE firms responding. b) Cost Analysis: The proposed contract pricing is consistent with an 5.47% decrease represented in the market.
