The availability of trench safety shoring equipment allows the City to mitigate safety risks associated with open excavations by providing additional equipment while City-owned equipment is deployed at other active jobs. Pumping equipment rentals will be used to dewater open trenches to allow employees to safely work in protected trenches. The Sourcewell cooperative establishes competitively bid contracts that can be utilized by the State and other government agencies through a cooperative agreement. Cooperative agreements save taxpayer dollars by leveraging volume-buying power to drive down costs on hundreds of contracts through a streamlined cooperative purchasing program. Additional authorization is needed on these contracts to meet the anticipated demand for the rental services needed by City departments. Initially, these contracts were developed for the Watershed Protection Department, however, Homeland Security and Emergency Management and Austin Water also identified needs for these rentals. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: N/A N/A N/A This action authorizes an interlocal agreement to allow the Austin Water (AW) Balcones Canyonlands Preserve (BCP) program to conduct cave restoration, cave management, and offer cave expertise to the Lady Bird Johnson Wildflower Center, 4801 LaCrosse Avenue, (a part of the University of Texas system). AW BCP may utilize cave specialist contractors and other cave specialists working under existing Austin Water agreements to restore filled caves and install cave gates and other structures to protect the cave, its ecosystem, and visitors. This work helps fulfill City obligations under the 1996 Balcones Canyonlands Conservation Plan and permit issued by the US Fish and Wildlife Service to preserve cave ecosystems, to direct traffic away from federally listed permit caves, and yet provide opportunities for public education on caves. The agreement promotes free or reduced-price for students of Title 1 schools and other low-income groups. The University’s Lady Bird Johnson Wildflower Center contains caves that would serve as suitable alternatives for educational tours and other visitors if restored, enabling their use as substitute public access caves, for University and City purposes. In addition, the caves on the Wildflower Center property are part of the Barton Springs-Edwards Aquifer recharge zone, and restoring filled caves on the property is expected to promote natural aquifer recharge, enhance water quality, provide ecosystems and nutrient input for cave ecosystems, and provide resources for cave education. This restoration work will also reduce flooding potential.

This will increase testing, better monitor blue/green algae for cyanotoxins and odor issues. The laboratory currently monitors three source water samples on a weekly basis. This examination is being performed manually and takes approximately four hours to complete. In depth training is necessary to perform this analysis and takes a minimum of six months with continued training for months to come. The FlowCam Cyano analysis takes approximately 15 minutes allowing the lab to increase testing frequency. Automating the examination also reduces the amount of time required to train new analysts as the instrument images the particles rather than the naked eye. This will also ensure consistency between analysts and accuracy of results. The FlowCam Cyano is a unique digital imaging particle analyzer having technology protected by U.S. patents that embodies the use of novel imaging techniques, fluorescence detection/measurement, and proprietary interactive Visual Spreadsheet image recognition software. The FlowCam Cyano can only be sourced through Yokogawa Fluid Imaging Technologies and their representatives. To increase process reliability and to prepare the plant for future flows, Headworks No. 1 will need to be improved and modified to have the hydraulic capacity to treat an average of 75 million gallons per day (MGD), 150 MGD peak flow, and 190 MGD wet weather flow. The project will also directly improve the wastewater treatment plant’s electrical resiliency. Currently, all influent flow is directed to Headworks No. 2. If the project is delayed and the influent flows exceed the capacity of Headworks No.2, the Headworks No. 1 rehabilitation and improvements would require additional construction funding to provide temporary screening capacity. The project proposes lane closures and/or detours during off-peak traffic hours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: N/A The Spring Lake #2 Lift Station was constructed in 1999 and was designed to pump wastewater from the neighboring community to the nearby Balcones Water Reclamation Plant (WRP) to provide non-potable, reclaimed water for irrigation of the Balcones Country Club golf course. The lift station does not currently operate as intended due to the age of certain components and it cannot pump necessary amounts of wastewater to the WRP. The City has a contractual obligation to send more wastewater to the golf course and flows from Spring Lake #2 Lift Station are necessary to provide this supply. To restore pumping capacity, the Spring Lake #2 Lift Station requires rehabilitation of the automated valve control system, replacement of the dry well hatch, and testing of the 8-inch force main to the Balcones WRP. These improvements will provide pump control valves and a drain valve which will operate in accordance with the original design intent of the lift station. The additional structural hatch will provide access to Operations and Maintenance staff for inspection and cleaning. Construction of these improvements will allow Austin Water to fulfill its obligation to provide dry weather (summer) flow to the Balcones WRP for irrigation of the golf course. Only one bid was received for this solicitation due to the small scale of the construction scope. All construction work will be completed on City property that is not accessible to the public therefore impacts to the public are anticipated to be minimal. The Water and Wastewater Commission mission statement is set forth in 2-1-186 of the Code of the City of Austin, Texas which states: (A) The Water and Wastewater Commission members should reside inside the utility's service area. Not more than two members should be involved in development or development-related activities. (B) The purpose of the Water and Wastewater Commission is to: (1) review, analyze, and advise the City Council on the policies and resources relating to the city water and wastewater utility and water quality; and (2) assist the City Council in ensuring that the City's residents are provided with an adequate, economical, and potable supply of water and a stable, economical and environmentally safe system of wastewater disposal.
