All speakers must register in advance (March 29 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the March 30, 2021 Urban Transportation Commission Meeting, members of the public must: •Call or email the board liaison at 512-974-1366 or Kaycie.alexander@austintexas.gov no later than noon, (the day before the meeting). The following information is required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start time in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to Kaycie.alexander@austintexas.gov by noon the day before the scheduled meeting. BOARD/COMMISSION RECOMMENDATION Urban Transportation Commission Recommendation Number:20210330-03E [I-35 Capital Express Scoping Round 2] WHEREAS, the I-35 Capital Express project represents a generational opportunity to improve the people-moving capacity of the transportation infrastructure in Central Texas while rectifying the negative impacts of the I-35 corridor in regards to racial and social equity, pollution and livability, WHEREAS, the City of Austin faces a Climate Catastrophe if we do not act in a concerted way to fundamentally change how we plan our cities, prioritize money and resources away from fossil-fuel vehicles and continued highway construction and toward Active Transportation, such as biking, walking, rolling, and other climate-friendly micro-mobility options, and High-Capacity Transit; WHEREAS, the TxDOT public engagement process is executed only to suffice the minimum of requirements set forth by State and Federal regulations and has shown little ability to meaningfully engage the public even in the best of times, WHEREAS, the TxDOT public engagement process has never resulted in the meaningful consideration of alternative design scenarios, even when an alternative design scenario has garnered strong public and political support, WHEREAS, the current 30-day comment period does not properly compensate for the compounding effects of the COVID-19 pandemic on the ability of the public to be meaningfully engaged and informed on the scope and impact of the Capital Express Project, WHEREAS, the current 30-day comment period does not properly compensate for the the compounding effects of the February 2021 winter storm and subsequent utility crisis on the ability of the public to be meaningfully engaged and informed on the scope and impact of the Capital Express Project, WHEREAS, despite the modest request from many governing bodies and stakeholder coalitions to extend the first comment period from 30 to 90 days, TxDOT chose to only extend the comment period an additional 19 days, most of which were during the Christmas and New Years holidays, WHEREAS, many of those same governing bodies and stakeholder coalitions are once again requesting that the second comment period, beginning this Thursday, March 11th, 2021 be extended from 30 to 90 days to compensate for aforementioned limitations on the public’s ability to be engaged, WHEREAS, public letters from aforementioned governing bodies including City of Austin Transportation, City of Austin Council Members on the CAMPO board, Austin-area State Legislators, all call for TxDOT to redirect the project’s statement of “purpose and need” or call for the equal consideration of alternative design …

PROJECT CONNECT: COMMUNITY ADVISORY COMMITTEE 11 1 Background • City Council, Capital Metro Board created framework for the “Project Connect Community Advisory Committee” • The committee will advise the City and ATP on $300M anti- displacement investments, equity assessment tool, equity key performance indicators, and Equitable TOD study • Recommendations by the Advisory Committee must be heard by either the City, Capital Metro, or Austin Transit Partnership 2 Membership Considerations • 11 community members • 6 community members appointed by an open application process • 5 community members appointed from within existing City and Capital Metro Boards and Commissions • Members must be a resident of Austin or the Capital Metro Service area and they cannot have a contract for property, goods or services with the City, Capital Metro or Austin Transit Partnership • Membership term is 2 years, with anticipated monthly meetings 3 6 Open-Application Seats • Council and Board want a diverse group of participants from a wide array of topic areas, and representing many different communities and demographics in Austin • Residents do not have to have transportation/mobility-related experience • Application open to the public through February 28 March 5 • Nominating Committee will review applications and make a recommendation to the full Council and Board for consideration 4 Timeline • Public application for 6 seats open through February 28 March 5 • Appointments from the three City of Austin Boards and Commissions, and two Capital Metro Committees has begun already and is ongoing • Nominating Committee reviews applications and conducts interviews, if needed, between March 1 - 19 • Nominating committee makes recommendation to Council and Board for appointment by March 22 • March 25 City Council Meeting • March 29 Capital Metro Board Meeting • This timeline allows the first meeting of the committee to occur in April 2021 5 Additional Information • Webpage: ProjectConnect.com/Community-Advisory-Committee • Please share! • Questions? 6
