TPW addresses Equity by • Directing transportation investments to areas with high equity needs and/or areas with historic underinvestment • Addressing disproportionate health and safety impacts of transportation choices for marginalized residents • Ensuring inclusive access to safe, convenient, and affordable transportation options Equity Analysis Zones and Title VI Transit Routes 5 5 Affordability Technical Criteria TPW addresses Affordability by • Providing affordable and accessible mobility options (bike/ped/transit) to and from where people need to travel • What level of Bicycle Facility Improvement does the project provide? • What level of Existing Transit Service does the project serve? Crossings? • Does the project include High Priority Sidewalks or • Does the project support development in the Imagine Austin Growth Concept map Activity Centers and Corridors? Bicycle Facilities; Access to Transit 6 6 Innovation Technical Criteria • What type of Smart Technology (ITS) does the project provide or is it an otherwise innovative project type? • Is the project positioned for construction (Project Readiness)? • Does the project overlap with a Capital Renewal need, Street Impact Fee Projects, or other program leverage opportunities (Project Leverage)? TPW prioritizes Innovation by • • Integrating advanced technologies and smart infrastructure, such as real-time traffic management systems and adaptive signal controls to improve traffic flow and safety Ensuring that project scopes are coordinated across programs, departments, and agencies, and identifying leverage opportunities for multimodal capital projects Smart, Connected Signals 7 TPW prioritizes Sustainability & Resiliency by •Including green infrastructure as part of project scopes •Building projects that provide transportation choices that reduce carbon emissions •Providing a resilient transportation network that can serve needs during emergencies Sustainability & Resiliency Technical Criteria • Does the project improve High Priority Sidewalks or Crossings? • Does the project improve access to transit or improve transit speed and reliability (Transit Priority Network)? • What level of Bicycle Facility Improvements does the project provide? • What function does the roadway play in system reliability and resiliency in times of emergency (Street Level)? • What type of Green Infrastructure or sustainable materials does the project provide? Bicycle and Sidewalk Facilities; Crossing Improvements 8 8 Proactive Prevention Technical Criteria • What ranking of high crash intersections does the project include (Vision Zero)? • • Is the project on the High Injury Network or identified as a High Injury Roadway? Is the project a Safe Routes to School (SRTS) project (corridor or intersection)? TPW prioritizes Proactive Prevention by •Providing systemic safety improvements to prevent traffic crashes before they occur •Providing alternative transportation choices for residents to travel to work, education, health, and other needs, particularly for historically marginalized residents 9 9 Community Trust & Relationships Technical Criteria • What level of community engagement has the project had (Public Participation)? • What level of population and employment density does the project serve (Surrounding Land Use Density)? TPW prioritizes Community Trust and Relationships by •Engaging community members in a manner that is meaningful and inclusive •Serving as many community members as possible 10 •Ensuring that project and program needs/priorities reflect public input TPW – Evaluation Criteria Summary 11 Thank You 12
