Urban Transportation Commission (UTC) Meeting Minutes Regular Meeting 17 December 2020 The Urban Transportation Commission convened in a meeting on December 17, 2020 via videoconference. Athena Leyton Commission Members in Attendance: Daniel Alvarado Mario Champion – Chair Susan Somers Commission Members Absent: Kelly Davis Michael Wilfley Samuel Franco Allie Runas Cynthia Weatherby Daniel Hennessey Alex Reyna CALL TO ORDER Commissioner Champion called the meeting to order at 10:03 a.m. 1. APPROVAL OF MINUTES: December 8, 2020 MEETING The December 8, 2020 minutes were approved on a 7-0 vote with Commissioners Davis, Franco, Runas, and Wilfley absent. 2. NEW BUSINESS A. I-35 Capital Express Central Project- Briefing and Possible Action Draft recommendation language was discussed and after debate and amendment, read as follows. [Designing service roads to operate as local streets, with context appropriate design speeds and prioritization of active transportation crossings] And [BE IT FURTHER RESOLVED, the UTC recommends TxDOT undertake a Transportation Demand Management  study for the I‐35 Capital Express project area and the impacted localities to identify system‐wide strategies for  reducing VMT through reallocation of funds for regional transit, active transportation and local connectivity.]  A motion to approve the recommendation as amended was approved on a 7-0 vote with Commissioners Davis, Franco, Runas, and Wilfley absent. B. Alley aerial right of way vacations abutting 60 Rainey (File Numbers 10285-2006, 10286- 2006, and 10287-2006) – Discussion and Possible Action A motion to recommend the aerial right of way was made and passed on a 6-0 vote with Commissioner Hennessey abstaining and Commissioners Davis, Franco, Runas, and Wilfley absent. 3. STAFF AND COMMITTEE REPORTS No updates were given. 4. FUTURE AGENDA ITEMS  A. Urban Transportation Commission Nominee for the Austin Transit partnership/ Project Connect Community advisory commission.
