URBAN RENEWAL BOARD DRAFT MEETING MINUTES MONDAY, SEPTEMBER 19, 2022 The URBAN RENEWAL BOARD convened on MONDAY, SEPTEMBER 19, 2022, at 1000 E. 11TH STREET, ROOM 400A in Austin, Texas. Chair Escobar called the Urban Renewal Board meeting to order at 6:20p.m. Board Members in Attendance: Manuel Escobar (Chair), Darrell Pierce (Vice Chair), Amit Motwani, Nathaniel Bradford, and Jacqueline Watson Board Members/Commissioners in Attendance Remotely: Commissioner Skidmore Board Members Absent/off the dais Commissioners Tetey was off the dais due to technical issues PUBLIC COMMUNICATION: GENERAL Clifton Van Dyke, Tracy Witte, Susan Oringer and Eric Standridge gave public comment. APPROVAL OF MINUTES 1. Approve the minutes of the Urban Renewal Board’s August 15, 2022, meeting. The minutes from the meeting of August 15, 2022, were approved on Commissioner Pierce’s motion, Commissioner Bradford’s second, on a 6-0 vote. DISCUSSION ITEMS 2. Presentation and discussion related to updates on future development of Blocks 16 & 18 from Austin Economic Development Corporation, including project schedule and engagement plan (Anne Gatling Haynes, AEDC and consultants) Anne Gatling-Haynes presented. 1 DISCUSSION AND ACTION ITEMS Presentation and discussion from Eureka Development Group, LLC regarding site plans and permits filed for parcel development on E. 12th Street (Rebecca Leonard, Lionheart Places and Joe Farias, Garza EMC) Rebecca Leonard and Joe Farias presented. Discussion and possible action regarding Council action on the E. 11th and 12th Street Neighborhood Conservation Combining Districts (NCCDs), and the Urban Renewal Plan (URP) (Chair Escobar) This item was postponed until the next meeting. Discussion and possible action regarding the extension of the agreement between the Urban Renewal Agency and the City of Austin concerning the implementation of the East 11th and 12th Streets Urban Renewal Plan which ends September 30, 2022 (Megan Santee, URB Counsel, and Trish Link, City Law) Following discussion, on Commissioner Motwani’s motion, Commissioner Watson’s second, a motion passed to approve the agreement between the URA and City of Austin for Chair Escobar’s signature on a 6-0-0 vote. Discussion and possible action to approve an amendment extending the license agreement between the Urban Renewal Agency and Capitol View Arts Following discussion, on Commissioner Motwani’s motion, Commissioner Watson’s second, the amendment extending the license agreement between the URA, and Capitol View Arts was approved on a 6-0-0 vote. 3. 4. 5. 6. 7. 2 8. 9. Discussion and possible action regarding URB board member attendance of AEDC events related to Blocks 16 & 18 (HPD Staff) The board requested staff to coordinate board members’ attendance to avoid walking quorums. Discussion and possible action regarding relocating the URB meetings to the Permitting and Development Center (HPD staff) Following discussion, on Commissioner Motwani’s motion, Commissioner Watson’s second, a motion to relocate the URB meetings to the Permitting and Development Center passed on a 4-1-0 vote, with Commissioner Bradford voting nay. Vice Chair Pierce was not present for this item. Commissioners requested that free or validated parking, and vouchers for public transit, be provided if possible. A request was also made to review the URB bylaws about rules regarding remote attendance, and whether an in-person quorum must be present to convene a meeting. FUTURE AGENDA ITEMS • Request Capitol View Arts to speak with the URB regarding Victory Grill programming and hours • Presentation and discussion related to urban renewal district precedents and approaches, and discussion of the future vision of the URB • Discussion and possible action regarding Council action on the E. 11th and 12th Street Neighborhood Conservation Combining Districts (NCCDs), and the Urban Renewal Plan ADJOURNMENT - Chair Escobar adjourned the meeting at 8:19pm without objection.
