Public participation will be allowed in- person or via telephone. Instructions for Remote Participation (General Public): • All interested individuals of the general public must register in advance (Monday, March 7, 2022 by noon). • Call or email the board liaison at 512-974-6415 or matt.schmidt@austintexas.gov, no later than noon, (the day before the meeting). The information required is the speaker’s name, telephone number (must be the same number that will be used to call into the meeting), and e-mail address. I-35 Capital Express Program Susan Fraser, P.E., CFM – Mobility35 Program Manager Mueller Commission March 8, 2022 March 8, 2022 I-35 Capital Express Program Three stand-alone projects: – North - SH 45 North to US 290 East. – Central - US 290 East to SH 71/Ben White Boulevard. – South - SH 71/Ben White Boulevard to SH 45 Southeast. Proposes to add non-tolled, high- occupancy vehicle (HOV) managed lanes. https://my35capex.com/ Mueller Commission March 8, 2022 2 I-35 Capital Express Central Project Scope Limits: US 290 East to SH 71/Ben White Boulevard, with additional flyovers at I-35 and US 290 East. Length: 8 miles. Project details: direction. – Construct two non-tolled managed lanes in each – Managed lanes, such as high-occupancy vehicle (HOV) lanes, are a set of lanes within a highway that are separated from the mainlanes. Access is controlled by placing restrictions on use. – Reconstruct ramps, bridges and intersections. – Improve frontage roads. – Enhance bicycle and pedestrian paths. – Accommodate transit routes. TxDOT presented two build alternatives (along with the no- build alternative) moving forward. • Community feedback collected over 45-day comment period. • No higher, no wider. • More east-west crossings for better connectivity. • More bicycle and pedestrian enhancements. • Encourage transit. • Maintain Holly Street connection. • Urban feel to downtown. • Use TxDOT right of way to create land for development. • Reduce impacts to homes and businesses. Chair Michael Jones called the meeting to order at 6:05 p.m. CITIZENS COMMUNICATION 1. NEW BUSINESS a. I-35 Capital Express Central Project Update (TxDOT): Susan Fraser and Frances Jordan (TxDOT) provided an update to the I-35 Capital Express Central Project and opportunities for community input on updated designs. b. Project Connect Update (CapMetro): Yannis Banks (Austin Transit Partnership) and Katherine Gonzales (Capital Metro), provided development updates regarding MetroRapid bus service, specifically the Expo and Pleasant Valley lines, and Mueller stations. c. Mueller Development Update (Catellus): Brian Dolezal (Catellus) provided updates regarding upcoming events, new business openings, and parkland construction updates. 1 a. Minutes from the January 11, 2022 meeting were approved on Commissioner Krivoniak’s motion and Commissioner Sokolic’s second on an 8-0 vote. Commissioners Lima and Martin were absent. 2. APPROVAL OF MINUTES FUTURE AGENDA ITEMS a. The Commissioners and staff discussed the following list of potential future agenda items: Annual Report i. ii. RMMA PIAC Residency Requirements iii. Update on Northeast Middle School (Austin ISD) iv. Mueller Parking and Transportation Management District (PTMD) Update v. Update on Potential Use of Hanger vi. Affordable Housing Updates vii.
