Dispatches the closest Ambulance & District Commander to 911 calls, regardless of jurisdictional boundary. Improves response times and adds resources for large-scale incidents. Timeline: February – July 2026: Execute interlocal agreements, develop policies, procedures, and interagency training. August – October 2026: Extensive Testing November – December 2026: Tentative Go-Live 12 Legacy Emergency Vehicle Preemption Historically, ATCEMS relied on legacy optical Emergency Vehicle Preemption (EVP) systems that required unobstructed line of sight at each equipped intersection. These systems presented several operational limitations: Difficult and resource-intensive for the City of Austin to maintain Installed at only a limited number of intersections throughout the city Limited functionality, providing only basic signal cycling for approaching emergency vehicles Legacy optical systems were unable to effectively address traffic congestion created when signals were preempted for emergency vehicles. Austin Transportation had no capability to dynamically adjust signal timing at affected intersections to help mitigate resulting congestion. 13 Modern Emergency Vehicle Preemption The new Emergency Vehicle Preemption (EVP) system integrates real-time geospatial location data from ATCEMS ambulances and Field Command units through onboard mobile gateway devices and the City’s traffic signal network. As an emergency vehicle approaches a signalized intersection, the system requests signal preemption. Traffic signals then safely adjust operations by either providing a green indication to the approaching emergency vehicle or extending the current green phase, helping reduce stopping and delay.
