APD Training Academy Audit 151st Cadet Class September 11, 2023 – April 19, 2024 Community Involvement Co-facilitated coursework community partners • 8 courses were taught by or in cooperation with outside SME’s and/or • Key topics: Sexual Harassment Recognition; U.S. & Texas Constitution and Rights; History of Policing and Race in Austin; Mindfulness & Resilience Techniques; Professional Policing; Non-Consensual Language; Traumatic Brain Injury; Crisis Intervention Training • Co-facilitators represented the University of Texas, Texas State University, the Neill-Cochran House Museum, Austin Community College, the Centre for Neuro Skills, and Integral Care 151st Cadet Class Community Involvement Community Connect & Engagement – 36 hours completed Cadets received lectures, participated in group discussions and performed other community-focused activities. Austin Public Library Sobering Center Neill-Cochran House Magdalene House Out Youth Jail to Jobs Mothers Against Drunk Driving Downtown Austin Alliance SAFE Alliance ADL: Hate Crimes Education Seedling Foundation Language Access AISD Restorative Practices Austin Groups for the Elderly Central Texas VA Community Resource Fair 151st Cadet Class Creation of Academy Operations Manual Academy Staff created the Academy Operations Manual in February 2024 during the 151st Cadet class, covering topics for: • Creating a Culture for Adult and Active Learning • Improving cadet curriculum through SME expertise • Improving co-facilitation of Academy Instruction • Providing a guideline for reporting Academy production to internal and external stakeholders 151st Cadet Class Culture of Adult Learning Staff began incorporating Adult Learning Theory concepts into curriculum in mid-2021 • All Cadet classes are currently under review for TCOLE compliance • 24 courses were previously revised to include Adult Learning Theory concepts between mid-2021 and the conclusion of the 151st Cadet Class • Curriculum and Instructor Development team begins observing cadet curriculum for improving Adult Learning beginning with 153rd cadet class in August 151st Cadet Class Culture of Adult Learning Professional development for Training Academy Staff • Instructors are encouraged to seek out and attend training courses that will further improve cadet training and advanced education • Examples of classes attended/to be attended 2024: • The RITE Way “Responsibility and Integrity Through Ethics; Managing the Training Function; IACP Women’s Leadership Institute; Finding the Leader in You; (TEEX) Advanced Instructor Development; FBI LEEDA Supervisor Leadership Institute; VirTra Advanced Trainer Certification Course; ABLE Train the Trainer Certification; Reality Based Training Instructor Course, Managing the FTO Unit. 151st Cadet Class Transformative Change • Pre-Academy established for the 153rd Cadet Class, which includes: Belonging & Inclusion • Groundwater Analysis • Mindfulness and Resilience • History of Race and Police • Community Engagement • Holocaust Museum • Jail to Jobs • Community First Village 151st Cadet Class Demographics Training Academy Staff 151st Cadet Class *City of Austin Black or African American Hispanic or Latino American Indian or Alaska Native 2 or more races Native Hawaiian or Pacific Islander Male Female White Asian Other No info 82% 18% 16% 72% 8% 4% - - - - - 151st Cadet Class 74% 26% 15% 21% 51% 13% - - - - - 65% 35% 14% 48% 30% 3.4% 0.4% 1.5% 0.2% - 2.5% *City of Austin workforce EEO information current as of 10/14/2021 Transformative Change Integrating Communications, Assessment & Tactics (ICAT) • Approximately 11 hours of classroom training was conducted • 8 hours of Fair & Impartial Policing training provided during FTO period • ICAT training will also be provided to all current officers including FTO’s Active Bystander for Law Enforcement (ABLE) • ABLE classes scheduled for January, February, and March 2024 • 4 APD instructors have completed the ABLE Train the Trainer Certification thus far 151st Cadet Class Transformative Change Crisis Intervention Training (CIT) • Cadets received 37 hours of classroom instruction • Guest presenters included: • Integral Care • National Association on Mental Illness (NAMI) • Trauma Informed Care • Stop Abuse for Everyone (SAFE) • Role-play exercises were co-evaluated by Integral Care staff 151st Cadet Class Transformative Change Trauma-Informed Training • Coursework and key topics included: Human trafficking, sexual assault & family violence, criminal investigations (robbery, sex crimes, homicide), victims of crime, nonconsensual language, victim services, Criminal Law Role Play • Core principles of Trauma Informed Care (TIC) taught: Realize, Recognize, Respond, Resist Re-traumatizing (4 R’s) • Training included tours of SAFE and Eloise House as part of Community Connect program • This was the first time cadets had ever received tours of these shelters • Cadets received trauma informed training from SAFE advocates on site 151st Cadet Class Transformative Change Physical Fitness Training (PT) • 4 Cadets failed the initial PT test in the first week of the Academy • 10 Cadets were below the 18% graduation standard • 0 Injuries related to PT • One Cadet injured his right elbow during a physical combat simulation in DT • One Cadet had knee pain after DT Arrest and Control • One Cadet had injury to his left calf muscle after Taser Drills • All three were submitted for recycling into a future Academy Class • Performance Improvements • 0 Cadets failed the final PT test at the end of the Academy 151st Cadet Class Transformative Change • This program is currently under development Cadet Support • Mentorship program • Ride-out program training • All Cadets completed two 10-hour ride-outs during Week 22 & 23 of • Ride-outs were completed after Building Search & CIT Training;
