Proposed Language: Consider an ordinance amending City Code Title 25 (Land Development) to establish area plans, including station area vision plans, regulations, and amendment process. Summary of proposed code amendment Amend Chapter 25-1 of the Land Development Code to add a new section that: • Specifies amendment process for geographically focused land use plans that do not already have a process defined. • Provides cross-references to existing plan amendment processes. (Existing processes would not be amended). The proposed process is generally based on the existing provisions of Chapter 25-1, Article 16 Neighborhood Plan Amendments. Over the years, the City has adopted multiple geographically focused land use plans, including Neighborhood Plans and other specialized land use plans such as the East Riverside Corridor Master Plan. In 2008, the City Council adopted an ordinance that created an amendment process for Neighborhood Plans, which is codified in Land Development Code Chapter 25-1, Article 16. As additional types of plans have been created, amendment processes have been codified elsewhere in the Land Development Code, including in Chapter 25-2. On December 12, 2022, City Council approved Resolution No. 20221208-036, which initiated planning for the North Lamar and South Congress Transit Center station areas. On March 9, 2023, City Council approved Resolution No. 20230309-016, accepting the ETOD Policy Plan framework and initiating work to deliver Equitable Transit-Oriented Development (ETOD) to Austinites based on this policy guidance. The station area planning engagement process kicked off with a series of workshops involving community members in the spring of 2023. A second round of engagement took place in the fall of 2023, and the third and final round occurred in the fall of 2024. To Planning Commission re: NPA-2025-0022.01 I measured from the northernmost property the city proposes to remove from the FLUM, (211 E. Alpine) to the South Congress Transit Center ETOD. It is 8/10 of a mile (at least) across eight lanes of State Hwy 71/290 from our neighborhood/FLUM location. When we were doing the neighborhood plan, the city planners emphasized to us that good planning principles applied similar land uses facing each other across roads like S. Congress. For example, land on the west side of S. Congress in Dawson or Bouldin neighborhood should have a land use similar to the one in our neighborhood on the east side of S. Congress. This principle is not being implemented when removing property from our FLUM and linking it to a property across a state highway almost a mile away. Also, if this plan causes the existing commercial properties set back from the single family residences onWillow Springs Road, Braeswood and Woodleigh to be redeveloped using ETOD land use principles, the property owners will lose the quality of life they bought in this quiet tree filled neighborhood. Removing the proposed properties and placing them in a different planning area across a state highway in hopes that the results would promote the compact and connected goals of Imagine Austin is nonsensical. And it disenfranchises the neighbors who participated in the planning process the city required to create the Neighborhood Plans. II); and Whereas Area 8, south of Saint Edward's University and bounded by South Congress Avenue and Ben White Boulevard, is contained within the geographical boundaries of SRCC (SRCC Bylaws, Art. III); and Whereas a proposed amendment to the City's Future Land Use Map (FLUM) provides that Area 8 be removed from the existing Saint Edwards Neighborhood Plan and placed in a new FLUM for the South Congress Transit Center Station Area Vision Plan; and Whereas excluding the residents of Area 8 from the Saint Edwards Neighborhood Plan in the existing FLUM and placing it in a new Transit Center FLUM would affect Area 8 residents by, inter alia, introducing uses inconsistent with quiet enjoyment of their residential neighborhood and diminishing the value of their residential dwellings; and 34 NPA-2025-0022.01 - Neighborhood Plan Amendment; District 31 of 2 Whereas excluding Area 8 from the existing FLUM and placing it in a new Transit Center FLUM would affect the character of SRCC neighborhood generally and shrink its boundaries without SRCC’s consent or approval; and NOW, THEREFORE, for all the foregoing reasons, be it resolved that the SRCC Neighborhood Association opposes any amendment of the FLUM affecting the use of land currently governed by the Saint Edwards Neighborhood Plan, also known as SRCC Area 8. M E M O R A N D U M TO: Planning Commission Chair and Commissioners FROM: Ana Villarreal, Planning Department DATE: March 19, 2025 SUBJECT: North Lamar Transit Center Station Area Vision Plan Adoption This memo provides a brief synopsis of the North Lamar Transit Center (NLTC) Station Area Vision Plan planning process. On December 12, 2022, City Council approved Resolution No. 20221208-036, which initiated planning for the North Lamar and South Congress Transit Center station areas. On March 9, 2023, City Council approved Resolution No. 20230309-016, accepting the ETOD Policy Plan framework and initiating work to deliver Equitable Transit-Oriented Development (ETOD) to Austinites based on this policy guidance. The station area planning engagement process kicked off with a series of workshops involving community members in the spring of 2023. A second round of engagement took place in the fall of 2023, and the third and final round occurred in the fall of 2024. During this planning process, staff has engaged the community through a number of methods, including: • SpeakUp Austin! website (https://www.speakupaustin.org/ETODstationareas) • On-line and paper surveys in English and Spanish • Social Media and E-mail newsletter • Courtesy notification postcard to residents and businesses • Recordings of the virtual events to the SpeakUp Austin! website • Outreach to community leaders through email • Paid focus groups • In-person and virtual community meetings The NLTC Station Area Vision Plan includes a review of existing conditions, as well as a vision of how the transit center and the station area could evolve to bring the benefits of ETOD to the community. In addition to the land use elements described in the Vision Plan, the City also has other tools to create more equitable places. These are described in the ETOD Policy Plan and the implementation section of the station area vision plan. Proposed Connectivity As previously noted, the NLTC Station Area has limited connectivity on several fronts. The NLTC Station Area Vision Plan seeks to address this through a series of improvements to the street network. A more robust, multi-modal street network with improved bicycle and pedestrian connections will allow community members and commuters to benefit from existing and future transit service more readily. Powell Lane and Anderson Square shall have on-street parking and bicycle facilities. Provide generous sidewalks along Anderson Square between Anderson Lane and US-183, and continue them on to Watson Street, for safe pedestrian access to North Austin Optimist Sportsplex, and other community uses. Refer to the adopted Sidewalk Plan and Bicycle Plan. Improve the intersection of Morrow Drive and North Lamar Boulevard for better connectivity and safety for all modes. Enhance Morrow Drive as it transitions to Guadalupe Street and Northway Drive to reimagine it as a bike and pedestrian- friendly safe route to T.A. Brown Elementary School. Refer to the City of Austin Public Works Safe Routes to School report for recommended T.A. Brown Safe Routes. Introduce safe, comfortable, and convenient bicycle and pedestrian infrastructure to connect Northcrest Boulevard with Georgian Drive across US-183. Refer to the adopted Bicycle Plan. As redevelopment occurs, break up larger parcels with smaller multi-modal streets and crosswalks to have a more walkable, bikeable, and rollable neighborhood. Safe and pleasant accessibility choices that serve people of all ages and abilities are a critical need in the station area. 38 Equitable Transit-Oriented Development The station area is carved roughly into four quadrants, separated by North Lamar Boulevard and US-183. The first four recommendations seek to improve the connectivity across these physical barriers, forming a modified loop that stitches the four quadrants together. Beyond this primary improvement to circulation within the station area, further recommendations seek to increase secondary connections with neighborhood …
Sustainable and Resilient NLTC Rainwater Capture and Re-use: Rainwater and condensate captured from rooftops and green roofs for re-use in landscaping. Green Roofs Reduced building energy load by cooling roofs; delayed flow of stormwater by up to 65%; and rich habitats for plants, animals, and insects are all benefits. The vision for the NLTC is also formed around a sustainable and resilient design for the site. There is an opportunity to generate renewable energy, capture and re-use water on site, treat stormwater in bioswales (landscaping that captures and filters stormwater runoff), and provide shade and comfort to transit riders and visitors. The adjacent diagrams show a conceptual vision for some of these sustainable strategies that the project champions. Renewable Energy Generation Solar panel installations on rooftops can generate electricity for use in buildings and bus-charging bays. Green Alleyway This generous green space makes room for rainwater collection, stormwater biofiltration and detention, biodiverse plants and trees for a biophilic landscape and a shaded micro-climate oriented towards human comfort in this gathering area.
