Our support is the result of a collaborative process involving the applicant, Cotton Ventures, OWANA, and neighboring property owners. Throughout the rezoning discussions, the adjacent residents of Villa West Condominiums dedicated significant time and effort to identifying practical solutions that addressed their concerns. Their thoughtful participation was instrumental in shaping the commitments that accompany this rezoning request. We also appreciate the valuable input provided by neighbors on the north side of West 6th Street, whose perspectives helped strengthen the final agreement. OWANA and Cotton Ventures are in the process of finalizing a Restrictive Covenant that will incorporate many of the commitments reached during these discussions. In addition, the proposed Conditional Overlay includes both prohibited uses and conditional uses that further address neighborhood compatibility and help ensure that future development is consistent with the intent of the agreement. The operational commitments negotiated by the parties; including restrictions on operating hours, deliveries, parking management, traffic circulation, lighting, noise, odors, and other operational standards; together with the proposed Restrictive Covenant and Conditional Overlay, represent meaningful measures to help ensure that future development remains compatible with the surrounding residential neighborhood. OWANA believes these commitments reflect a balanced approach that supports appropriate commercial activity while protecting the quality of life for nearby residents.
